# Magnificence and Triumph
Martin BELINGA EBOUTOU
Minister, Director of Civil Cabinet of the Presidency of the Republic
There are some months that come with a halo of glory, crowned with victory and marked by splendour. Others are concluded in magnificence and triumph.
So was it in the months of September and October, during which Cameroon went from victory on to victory in two major national and international events.
On the national front, there is need to celebrate the laudable conduct, in peace and concord, of the September 30 legislative and municipal elections. How can one not be elated with the participation rate of 76.79%, given that such elections are often marked elsewhere by protests or violent confrontations! Can one not be proud when the Cameroonian people show a new proof of maturity! There is reason to be happy that amid all the strife we are witnessing in the 21st century, Cameroon assumes its destiny in total serenity. There is reason to salute the performance of Elections Cameroon, ELECAM, which has been able to assert itself from one election to another, as an independent organ, in terms of its probity, integrity and impartiality and through noticeable progress in the accomplishment of its missions. These are strong arguments in favour of the fact that the Cameroonian People have perfectly imbibed democracy in its most noble and rigorous definition: the peoples' free choice of their leaders.
And the sovereign people expressed their opinion and chose the men and women whom they wanted to run the country. And the sovereign people organized their social peace by applying to the letter the policy of dialogue and permanent quest for consensus so dear to the President of the Republic, His Excellency Paul BIYA. The sovereign people expressed their opinion massively and in total peace, thereby giving the go-ahead for the undertaking of major institutional reforms proposed and promoted by the Head of State. And the sovereign people expressed their opinion, beyond their differences, their inclusive attitude, their ability to come together, in order to meet development challenges.
Cameroon has nothing to envy from old democracies such as Ancient Greece and Rome. Cameroon is a democratic state, even though this form of government can always be perfected.
And it is with the aura of an apostle of peace, of human rights and of liberties that Paul BIYA, the founder of Cameroon's democracy left Yaounde on an official visit to the City State of the Vatican in October.
