# Dialogue, consultation and cooperation: BIYA's method

The diplomacy of the President of the Republic, H.E. PAUL BIYA, is mainly focused on peace building through dialogue, consultation and cooperation. They are the appropriate tools to solve problems faced by actors of the international scene. It is for Cameroon, developing country, a carrier choice, a winning ticket, in a globalized, interdependent world, where the problems of one inevitably affect others; where, even the geographical remoteness of a threat is no longer insurance. The dynamics of cooperation is therefore required with more accuracy and timeliness.
The Head of State reiterated his commitment to these principles as tools at the service of peace, prosperity of nations and the progress of people, during the outstanding events of April, 2015.
The official visit to Cameroon of the Secretary General of the International Organization of La Francophonie (IOF), Madam Michaëlle Jean, was a highlight of celebration of cooperation in all exemplary points. The resounding success of the visit portends an even brighter future. On the 14th of April 2015 at Unity Palace, the Head of State and the Secretary General of la Francophonie called again for active solidarity within the Francophone space in general, and towards the least developed countries of the IOF in particular.
For President Paul BIYA, it is urgent that the solidarity which unites the members of the Francophone family "be exercised in a concrete and sustainable manner in the field of development." In this solidarity, security is not left out, at the time when
Cameroon and several other members of the IOF, neighbours of Nigeria, are facing the atrocities of the Boko Haram terrorist sect. In this regard it is commendable, the determination of the IOF to "oppose the highest degree of civilization to the highest degree of barbarity" said Michaëlle Jean.
More than a technique of common management of interests, cooperation must above all be a peace-building programme, foundation of all development. It must also be humanism. Reason why, for the Head of State, the Francophone space would lack legitimacy if it did not have this human dimension which aspires to "alleviate poverty; crucible in which extremism and rebellion are forged."
The IOF could not be a closed world, but a family opened to all spaces carrying the same interdependent dynamics, only means of contributing to "the advent of tomorrow's civilization, the universal civilization."
