DECLARING THE FACTS THAT LEAD TO THE DEATH OF BARRISTER. DIBOMA SAMUEL VICTOR, ADVOCATE.
IN THE YEAR TWO THOUSAND AND TWENTY-THREE, ON SATURDAY FOURTEEN DAY OF JANUARY
The Cameroon Bar Council, meeting in a mixed session at the Bar Headquarters in Yaounde,
IN THE PRESENCE OF:

CONSIDERING that Barrister DIBOMA Samuel Victor, a Lawyer in Douala died during the night of January 2nd to 3rd, 2023 as a result of an assault with sharp weapons, perpetrated by unidentified individuals, in the CITÉ SIC District of Douala, and of negligence committed by the LAQUINTINIE hospital of Douala;
CONSIDERING the grief and sorrow of the family of the deceased and of the Cameroon Bar Association in particular, and of the judicial world in general;
TAKING INTO ACCOUNT the first material elements in his possession, and the seriousness of the facts, the Representative of the Bar President of the Littoral Region has lodged a complaint against X and against the LAQUINTINIE hospital on behalf of the Cameroon Bar Association;
CONSIDERING the criminal nature of the facts that led to the death of a Lawyer by action and omission, the Cameroon Bar Association attaches the utmost importance to the need for the exact circumstances of this heinous tragedy being clarified and the responsibility of the individuals and the LAQUINTINIE hospital being called into question to be established;
THE BAR COUNCIL:
Article 1: Denounces without complacency, the permanent insecurity in the district of CITÉ SIC in Douala as well as in the numerous districts of the Cameroonian cities, and the insufficiency of the local police in the said districts.
Article 2: Denounces the inadequacy or lack of intervention by the emergency service of the LAQUINTINIE hospital in Douala in this case.
Article 3: Decides to set up an ad hoc defence Committee to follow this case until its conclusion.
Article 5: Declares that the Bar President shall appoint the members of the said ad hoc Committee.
Article 6: That the ad hoc monitoring committee shall report weekly to the President of the Bar on the progress of the case.
Article 7: That the ad hoc Committee shall be dissolved at the close of the case and after submission of its final report to the Bar President.
