# Forum on China-Africa Cooperation
Background and objectives
The Forum on China-Africa Cooperation (FOCAC) was established following a Ministerial Conference held in Beijing from 10 to 12 October 2000.
The objectives are to engage in consultations on an equal footing, deepen mutual understanding, broaden consensus, strengthen friendship and promote cooperation between China and Africa.
Both parties agreed to establish a monitoring mechanism to regularly evaluate the implementation of these goals through the “Programme for China-Africa Cooperation in Economic and Social Development” adopted at the 2000 Ministerial Conference.
In 2001, the Ministerial Consultation of the Forum held in Lusaka, Zambia. It led to a review and adoption of “the procedure for the FOCAC Follow-up Mechanism”, which entered into force in 2002. This monitoring mechanism is assured on three levels namely: the Ministerial Conference which meets every three years; the Senior Officials Follow-up Meeting, held one year before the Ministerial Conference; and the Preparatory Meeting of Senior Officials which takes place a few days before the Ministerial Conference.
The Ministerial Conference – reserved for Foreign Ministers and Ministers in charge of International Economic Cooperation, and the Meeting of Senior Officials, are held alternately in China and Africa.
With the growing development of their relations, China and Africa agreed to elevate the Third Ministerial Conference held in November 2006 in Beijing to the level of a summit. A similar situation occurred during the 6th Ministerial Conference held in December 2015 in Johannesburg, South Africa.
In early 2018, the Chinese authorities announced that the 7th Ministerial Conference of the Forum on China-Africa Cooperation will also be raised to the level of a summit, and will be held in Beijing from 3 to 4 September 2018.
Thus, the personalities expected at this Summit, together with the President of the People’s Republic of China, are mainly the Heads of State and Government of the African Union member states as well as the President of the African Union Commission.
This will be the third time that the FOCAC Ministerial Conference has been raised into a summit after those of 2006 and 2015.
At the 2006 Beijing Summit, it was decided that the foreign ministers of both sides should conduct political consultations when they meet at the UN General Assembly. Thus, the two parties met in New York in 2007, 2010, 2013 and 2017.
