DETAILED SUMMARY OF ALL EXTERNAL RESOURCES
External resources are mobilized through several financing methods, including grants, budget support and project loans. As concerns grants and project loans, disbursements are made according to the level of implementation of the projects. Consequently, the payment appropriations requested in the Finance Law correspond to the estimated disbursements expected during the year, on the basis of the financing agreements and the status of implementation of the projects concerned.
This document, which is an annex to the Finance Act 2019, is a detailed summary of all external financing (FINEX) planned for the 2019 financial year. For each financing facility, it specifies its amount, the purpose and method of integration into the national budget and its management procedures. Copies of the relevant financing agreements are attached in the appendix to this document.
# I. FINANCING METHOD BY BUDGET SUPPORI
With regard to budgetary support, the Government, under the Economic and Financial Programme concluded with the International Monetary Fund (IMF), supported by the Extended Credit Facility (ECF), over the period 2017-2019, received support from certain technical and financial partners with a view to restoring the sustainability of public finances and external accounts in the medium term. The 2017-2019 Financing Plan, in billions of CFA francs, is presented as follows:

# II. PROJECT AND DONATION APPROACH
With regard to project loans and grants, estimated disbursements for 2019 amount to CFAF 617 billion. The breakdown by project is presented as follows.
