# INTRODUCTION
Each year, the President of the Republic promulgates the Finance Law, which authorizes the execution of the budget in terms of revenues and expenditures. For 2023 financial year, the voted budget balanced in terms of revenues and expenditures amounts to FCFA 6,345.1 billion, an increase of 264.7 billion compared to 2022 financial year . To ensure the proper execution of this budget, the Minister of Finance signed the circular on December 30, 202, bearing instructions for the execution of the Finance law, the monitoring and control of the execution of the State budget and other public entities for 2023 financial year and its annexes. It is a regulatory tool that takes into account the budgetary policies that have contributed to the preparation of the 23 budget.
