With the advent of globalisation and the consequent liberalization of the international economy, the movement of goods and services has increased considerably. As a result, direct and indirect cross-border investments have continued to multiply, thereby boosting the need for international legal support. Consequently, the international market for legal services is growing steadily. Multinationals, private companies and investors, as well as legal entities under public law, do not hesitate to call upon the services of international law firms, consultants or legal counsels to assist them in contractual negotiations. The same applies to the resolution of disputes, whether international or not, as the dispute may concern commercial, criminal or political issues.
Cameroon's membership of the Organisation for the Harmonization of Business Law in Africa (in its French acronym "OHADA") has accelerated this phenomenon insofar as the mastery of the law elaborated by this international organisation confers a regional competence. Legal counsel specialised in OHADA law have had their competence extended to seventeen countries, including Cameroon. Therefore, in addition to international competition, Cameroonian lawyers are in competition with regional experts.
Furthermore, the entry into force in 2025 of the World Trade Organisation (WTO) Agreement on the free movement of services is likely to increase the market share of foreign experts in the legal services market. Indeed, it is expected that the growth in the volume of investments in Cameroon will certainly whet the interest of international firms. In view of the supremacy of treaties over laws, the entry of foreign lawyers and law firms into the local market is a possible scenario, which could further reduce the market share of Cameroonian lawyers.
In view of the above, it is essential to carry out a prospective study in order to enable Cameroonian lawyers to face international competition on the one hand and to conquer foreign markets on the other hand. This is the challenge of ZANGUE & PARTNERS law firm for the launching of the Lawyers Exchange and Training Programme (LETP), the ambition of the said programme being the setting up of exchange and experience sharing opportunities for the benefit of lawyers in general, and young lawyers in particular.
