CALL FOR EXPRESSIONS OF INTEREST N° 0000'2'/AAMI/SONAMINES/DG OF 03 NOV 2021 FOR THE RECRUITMENT OF A CONSULTANT TO DEVELOP THE VISION AND STRATEGIC PLAN OF THE NATIONAL MINING CORPORATION (SONAMINES).
Funding: SONAMINES' Budget, Financial year 2021.
1. BACKGROUND AND RATIONALE
Cameroon’s major challenge today is to operate the solid mine and develop a sustainable mining industry which includes all the components in the chain, i.e., production, beneficiation and marketing.
By adopting a vision and a strategy, SONAMINES aims to define in a clear, precise and optimal way the objectives, methods and processes that will easily lead to the achievement of effective results in a particularly gloomy and difficult national and international context. To this end, the General Manager of the National Mining Corporation wishes to entrust private consultants with the development of SONAMINES' vision and strategic plan, within the framework of the execution of SONAMINES' budget for the 2021 financial year.
2. PURPOSE OF THE CALL FOR EXPRESSIONS OF INTEREST
The purpose of this Call for Expressions of Interest is to shortlist firms that will participate in the National Restricted Invitation to Tender for the drafting of SONAMINES' vision and strategic development plan.
3. PARTICIPATION
Participation in this Call for Expressions of Interest is open to firms or groups of firms established in Cameroon, made up of experts with solid knowledge in the extractive industry, and proven experience in the organisation, operation and management of businesses in this field. They must have executed similar contracts over the last ten (10) years.
4. NATURE OF SERVICES
> General objective
The objective of the mission is to provide SONAMINES with a powerful and efficient management tool for the mining and quarry sector, except for hydrocarbons, in order to better manage the interests of the State in this field.

Specific objectives
Specifically, the awaited outputs are:
- The carrying out of the strategic and organisational diagnosis of SONAMINES’ development and that of its field of activity taking into account the SDGs and other national strategic papers such as the NDS30;
- The formulation of a clear vision for SONAMINES’ development;
- The definition of SONAMINES’ values;
- The identification of SONAMINES’ strategic guidelines and axes;
- The development of a strategy for mobilising partners and means/resources in view of its implementation;
- Providing the management bodies with a strategic and operational plan for the carrying out of SONAMINES ‘activities;
- The drawing up of SONAMINES’ strategic development action plan;
- The development of a performance framework for SONAMINES’ strategic development plan;
