Title: RECRUITMENT OF A FIRM TO DEFINE AND DEVELOP THE ECOWAP DATA MANAGEMENT AND VALIDATION PLATFORM, BASED ON MAPPED DATA SOURCES AND THE EXPECTED LEVEL OF STANDARDISATION.
I. Context
The Economic Community of West African States (ECOWAS), represented by the Directorate of Agriculture and Rural Development (DADR), plans to finance a mission from its 2024 budget to define and develop the ECOWAP data management and validation platform based on mapped data sources and the expected level of standardization. To carry out this activity, the ECOWAS Commission plans to recruit a consultancy to carry out the mission.
II. Objectives
The main objective is to provide effective support to the ECOWAP monitoring and evaluation team in the development and implementation of ECOWAP-MEALS, leading to improved data-based decision-making, policy formulation and programme management within the Directorate of Agriculture and Rural Development.
III. Mission of the firm
The firm's main tasks are
- To develop a robust data management platform capable of efficiently collecting, storing, and organizing data from different sources in a standardized format.
- Implementing data validation mechanisms within the platform to ensure data accuracy, consistency, and integrity through validation rules and error-checking processes.
- Integrate powerful visualization tools and techniques into the platform to create interactive dashboards, charts, graphs, and maps for analysing and interpreting data.
- Customising the platforms to meet the specific needs and preferences of the Directorate of Agriculture and Rural Development's stakeholders, including designing an intuitive user interface and tailored functionalities.
- Ensure seamless integration with existing systems and databases within the Agriculture and Rural Development Directorate to facilitate data exchange and interoperability.
- Implement robust security measures to protect sensitive data, including encryption, access controls, and compliance with relevant data protection laws and regulations.
- Provide comprehensive user training and capacity building to enable effective use and management of the platforms, including user guides, documentation, and practical training sessions.
IV. Profile required of the firm
The firm must provide evidence of its technical capacity to undertake this assignment and meet the following conditions:
- Proven experience in software engineering.
- Good experience in implementing web platforms using Agile or Scrum methodology.
- Have the capacity (staff and authorization) to train or transfer skills on the platforms and/or products implemented.
- Have developed and deployed at least 5 web and/or mobile applications in recent years, At least 3 years' professional experience in programming web and mobile applications,
- At least 3 years' solid experience in information systems management and web development
- Practical experience with network diagnosis and analysis tools,
- Experience in managing similar platform development projects.
