REPUBLIC OF CAMEROON REPUBLIQUE DU CAMEROUN 0000015 ORDER NO. /MINFI OF 13 AOUT 2026 ON THE CLASSIFICATION BY CATEGORY OF PUBLIC ENTERPRISES IN CAMEROON.
THE MINISTER OF FINANCE,
MINDFUL of the Constitution;
MINDFUL of Law No. 2017/011 of 12 July 2017 on the General Statute of Public Enterprises;
MINDFUL of Law No. 2018/011 of 11 July 2018 on the Code of Transparency and Good Governance in the Management of Public Finances in Cameroon;
MINDFUL of Decree No. 2011/408 of 11 December 2011 on the organisation of the Government, amended and supplemented by Decree No. 2018/190 of 2 March 2018;
MINDFUL of Decree No. 2018/191 of 2 March 2018 on the reorganization of the Government;
MINDFUL of Decree No. 2019/320 of 19 July 2019 specifying the terms of application of certain provisions of Laws No. 2017/010 and No. 2017/011 of 12 July 2017, on the general status of Public Establishments and Public Enterprises;
MINDFUL of Decree No. 2019/321 of 19 June 2019 setting the categories of Enterprises, the remuneration, allowances and benefits of their managers,
HEREBY ORDERS AS FOLLOWS:
ARTICLE 1. - This order classifies by category Public Enterprises in Cameroon for the performance achieved for the 2022, 2023 and 2024 fiscal years.
ARTICLE 2. - Pursuant to the provisions of Article 11 of Decree No. 2019/321 of 19 June 2019 to establish the categories of Public Enterprises, the remuneration, allowances and benefits of their managers, Public Enterprises are classified as follows:
a) Category one public enterprises:
- Cameroon Telecommunications Company (CAMTEL);
- Cameroon Aluminium Company (ALUCAM);
- Cameroon Electricity Compagny (SOCADEL).

- Port Authority Douala (PAD);
- Cameroon Cotton Development Company (SODECOTON);
- National Refining Company (SONARA);
- National Hydrocarbons Corporation (NHC).
b) Category two public enterprises: - National Electricity Transport Company (SONATREL).
c) Category three public enterprises: - Cameroon Airports (ADC); - Cameroon Water Utilities Corporation (CAMWATER); - Cameroon Development Corporation (CDC); - Electricity Development Corporation (EDC); - Port Authority of Kribi (PAK); - Cameroon Airlines Corporation (CAMAIR-Co); - Cameroon Petroleum Depots Company (SCDP).
d) Category four public enterprises: - Cameroon National Shippers' Council (CNCC); - National Laboratory of Civil Engineering (LABOGENIE); - Cameroon Publishing Company (SOPECAM).
e) Category five public enterprises: - National Agency for Forestry Development Support (ANAFOR); - Cameroon Postal Services (CAMPOST); - Cameroon Shipyard and Industrial (CNIC); - Cameroon Public-Expansion (CPE); - Mekin Hydroelectric Development Corporation (HYDRO-MEKIN); - Industrial Zones Development and Management Authority (MAGZI); - National Civil Engineering Equipment Pool (MATGENIE); - Artisanal and Maritime Fisheries Development Authority (MIDEPECAM); - National Veterinary Laboratory (LANAVET); - Company for the Development and Exploitation of Animal Production (SODEPA); - Cameroon Real Estate Company (SIC); - Pamol Plantations Plc (PPPlc); - Yagoua Rice Exploitation and Expansion Company (SEMRY); - Urban and Rural Land Development Authority (MAETUR); - Nationale Mining Company (SONAMINES); - National Investment Company (SNI).
