ORDER No. 127 /CAB/PM OF 22 NOV 2018 to lay down the establishment, organisation and functioning of the Centre for the Coordination of Emergency Humanitarian Assistance in the North-West and South-West Regions.
THE PRIME MINISTER, HEAD OF GOVERNMENT,
Mindful of the Constitution;
Mindful of Law No. 86/06 of 6 December 1986 to reorganise civil protection in Cameroon;
Mindful of Decree No. 92/089 of 4 May 1992 to specify the duties of the Prime Minister, as amended and supplemented by Decree No. 95/145 bis of 4 August 1995;
Mindful of Decree No. 2011/408 of 9 December 2011 to reorganise the Government as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2011/409 of 9 December 2011 to appoint a Prime Minister, Head of Government;
Considering the Emergency Humanitarian Assistance Plan in the North-West and South-West Regions,
HEREBY ORDERS AS FOLLOWS:
CHAPTER I GENERAL PROVISIONS

ARTICLE 1. – This Order lays down the establishment, organisation, and functioning of the Centre for the Coordination of Emergency Humanitarian Assistance for victims of the crisis in the North-West and South-West Regions, hereinafter referred to as “the Centre”.
ARTICLE 2. – Placed under the authority of the Minister in charge of territorial administration, the Centre shall be responsible for:
- coordinating all actions related to providing assistance to victims of the crisis in the North-West and South-West Regions, especially internally displaced
persons, the injured, maimed, and handicapped, orphans, victims of destruction of property, host communities, and Cameroonian refugees;
- ensuring a synergy of actions by the various stakeholders identified at the central and regional levels;
- organising meetings and coordinating the actions of the various national and international stakeholders involved in the implementation of the humanitarian assistance plan;
- ensuring the monitoring and evaluation of the humanitarian assistance plan;
- carrying out other duties assigned to it within the framework of its powers.
# CHAPTER II
ORGANISATION AND FUNCTIONING
ARTICLE 3: The General Coordinator of the Centre shall be the Minister in charge of territorial administration, assisted by the Minister in charge of external relations.
ARTICLE 4: For the discharge of its duties, the Centre shall comprise a Central Unit in Yaounde, based at the Ministry in charge of territorial administration, and two Regional Annexes in the regional headquarters of the North-West and the South-West respectively.
ARTICLE 5: (1) The technical coordinator of operations at the central level shall be the Director of Civil Protection at the Ministry in charge of territorial administration, assisted by the Director of the United Nations and Decentralised Cooperation at the Ministry in charge of external relations.
(2) The Governors of the regions concerned shall ensure the technical coordination of operations at the regional level. They shall be assisted by collaborators of the Ministers in charge of territorial administration and external relations appointed to the Regional Annexes of the Centre.
