# OPEN NATIONAL INVITATION TO TENDER N°023.18/ONIT/SONARA/CIPM/2018 OF 11th/06/2018
# For assistance for the audit of the SONARA treasury
1. SUBJECT OF THE TENDER
With an aim of carrying out one organisational and operational audit of treasury, the General Manager of SONARA launches an open national invitation to tender for assistance for the audit of the SONARA treasury.
2. NATURE OF WORKS
The Accountant Firm retained at the conclusion of this procedure will accompany SONARA in accordance with the description by the Terms by references (TDR) to carry out one organisational and operational audit process of the management of its treasury. The review will be primarily centered on the analysis of the efficiency of the processes hereafter:
- Management framework
- Planning and budgetary follow-up of the treasury
- Management of receipts
- Management of withdrawals
- Management of internal transfers
- Management of cash inventory, bank reconciliations and suspense
- Optimisation of treasury
- Management of foreign currency operations
- Monitoring of the treasury (value dates, overdrafts, banking guarantees)
- Management of placements
- Management of financing
- Analysis and reporting of treasury
3. EXECUTION DEADLINE
The planned duration given by the project owner for the realization of the job is sixty (60) working days, as from the date of the corresponding service notification to start work: The periods will cover four consecutive years.
4. ALLOTMENT
This tender is not in lots.
5. ESTIMATED COST:
The estimated cost of this operation is CFAF 53.924.850 (fifty three million nine hundred and twenty four thousand eight hundred and fifty francs) all taxes included.
6. PARTICIPATION AND ORIGIN
Participation is open to all Cameroonian-based companies with proven competence and expertise in this specific domain
7. FUNDING:
This tender will be funded by the SONARA budget (FB118-X58-1340)
8. PROVISIONAL BOND
To avoid rejection, each bidder must include in their administrative documents, a bid bond drawn up and signed by a bank or a first class financial institution registered by the ministry in charge of finance and which figures on document N°11 of the ITT, of an amount of CFAF 904.400 (nine hundred and four thousand four hundred francs) and valid for 30 days, beyond the original date of validity of the offer.
The other administrative documents required must either be original, or the true copies certified by the issuing service or an administrative authority; Senior Divisional Officer, Divisional Officer...), in accordance with the stipulations of the special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing of the invitation to tender.
