COMMUNIQUE
Dans le cadre de la poursuite du processus d'assainissement des finances publiques à travers notamment l'apurement de la dette intérieure de l'Etat conduit par le Gouvernement, le Ministre des Finances invite les bailleurs de l'Etat (signataires de contrat de bail à usage de bureaux administratifs ou de logement), ayant déposé leurs dossiers au titre d'impayés de loyers, dont les noms sont joints au présent communiqué, à bien vouloir compléter les pièces manquantes à leurs dossiers à la Direction Générale du Budget, Division des Participations et des Contributions, au sous-sol du Bâtiment B du Ministère des Finances, Bureau de la dette flottante, au plus tard le 31 juillet 2026, afin de permettre la programmation de leur paiement sur la période 2026-2027.
A titre de rappel, ne sont déclarés complets et éligibles à la programmation que les dossiers des arriérés de loyers constitués des pièces ci-après :
- Demande timbrée
- Copie timbrée et certifiée du contrat de bail
- Original de l'attestation de non mandatement
- Original de la facture
- Copie authentifiée de la carte nationale d'identité du bailleur en cours de validité
- Relevé d'identité bancaire (RIB)
- Attestation d'immatriculation fiscale timbrée
- Attestation de conformité fiscale timbrée
- Copie de la quittance de paiement de la taxe foncière
- Attestation d'occupation
- Attestation de non-paiement./-

RELEASE
Within the framework of the ongoing process of consolidation of public finances, particularly through the settlement of the State's domestic debt led by the Government, the Minister of Finance hereby invites State landlords (signatories of lease agreements for administrative offices or housing) who have submitted files regarding rent arrears, whose names are attached to this release, to submit any missing documents in their files at the Directorate General of Budget, Division of Participations and Contributions, in the basement of Building B of the Ministry of Finance, Office of the Floating Debt, no later than July 31st, 2026, in order to allow for the scheduling of their payments for the 2026-2027 period.
As a reminder, only rent arrears files containing the following documents are considered complete and eligible for programming:
- Stamped application
- Stamped and certified copy of the lease agreement
- Original certificate of non-authorisation
- Original invoice
- Certified copy of the landlord's valid national identity card
- Bank account details (RIB)
- Stamped tax registration certificate
- Stamped tax compliance certificate
- Copy of the property tax payment receipt
- Occupancy certificate
- Non-payment certificate.
