# INAUGURATION CEREMONY OF THE WEST REGIONAL DELEGATION BUILDING

Speech by the Minister of the Public Service and Administrative Reform
- The Governor of the West Region,
- The SDO of MIFI Division,
- The Government Delegate to the Bafoussam City Council,
- The DO of the Bafoussam I Sub Division,
- Dear Regional Delegates,
- Distinguished guests,
- Dear Collaborators,
- Ladies and Gentlemen,
It is with an immense pleasure that I stand here in Bafoussam today, on behalf of the Government of the Republic, to inaugurate the building which will house the West Regional Delegation of the Public Service and Administrative Reform.
Before I continue, I would first of all want to thank the Government Delegate of the Bafoussam City Council for the exceptional reception as well as his warm words to me and the delegation accompanying me.
My appreciations also go to the Regional Delegate of the Public service and Administrative Reform for his for his words of welcome he has addressed on behalf of the entire staff of his delegation.

I equally express my gratitude to the Governor for the concern he has shown towards us.
The Governor, Ladies and Gentlemen,
According to decree No.2012/537 of 19 November 2012 to organize the Ministry of the Public service and Administrative Reform which I am heading, the attributes of this ministry are to draw up, assess and implement Government policy on administrative reform issues. Its strategic objective as spelled out in the sector strategy document is to "ensure quality service delivery to the populations with a view to economic and social development, guarantor of the public and citizens' interests."
To attain this objective, our ministry employs all its human, material and financial resources in order to ensure an optimal management of all State human resources for the modernization of the Cameroon Administration.
This desire to rebuild our Administration as instructed by the President of the Republic, underlies the activities carried out by MINFOPRA. Within the framework of the budgetary reform underway characterized by

the Program Budget, my ministry is undertaking three programs, two of which are technical.
The first program is entitled "Improving the management of State human resources", while the second is "Entrenching Administrative Reform." The third program which plays a supporting role is entitled "Governance and Institutional Support", whose main focus is "improving the working environment."
It therefore follows, from the last program, that improving the working environment and conditions is a major concern at MINFOPRA. In fact, given that the human resource constitutes the engine of the performance desired by the Cameroon Public Administration, it must be valorized.
