PRESS RELEASE
Acting upon the High Instructions of H.E. the Prime Minister, Head of Government, the Minister of State, Minister of Higher Education, Chancellor of Academic Orders, Professor Jacques FAME NDONGO, granted an audience on Tuesday, 7 July 2026, to a high-level Chinese delegation led by Mrs. Aïssatou OUMAROU, Attaché at the Cabinet of the Prime Minister, Head of Government. She was accompanied by Mr HUANG GHUNXIAO. President of the Chinese Industrialists, senior officials of KBGC, a company established by the University of Science and Technology of China (USTC), as well as representatives of the Hangzhou International Visa Centre, an institution partnering with more than 200 Chinese Universities and accredited in 40 African countries. Following the customary courtesies, the Minister of State and his guests explored avenues of cooperation in the areas of digital capacity building, talent development, technological innovation and the diversification of high-level strategic partnerships in Higher Education.
The audience reflected the shared determination of both parties to make the Cameroonian Higher Education ecosystem a centre of excellence driven by technological innovation, scientific research and high-level skill transfer. At the national level, this vision is anchored in the trinomial : Quality Assurance; Professionalization and Digitalization of Teaching and Learning; and the Employability of Graduates as well as in Law No. 2023/007 of 25 July 2023 on Higher Education Policy in Cameroon, which institutionalizes the concepts of the University Enterprise and the Student-Entrepreneur. Against this backdrop, and with a view to establishing an optimal framework for cooperation between the Chinese delegation and the Ministry of Higher Education (MINESUP), three priority areas, together with their implementation modalities, were identified, namely:
- The award of scholarships and support for the practical training of Cameroonian students in high-demand sectors, such as artificial intelligence, quantum computing, renewable energy, digital technologies and other emerging strategic fields;
- The capacity building of Cameroonian public administration officials in digital governance, digital transformation and modern public management systems;
- Technical support to Cameroon in the development of its own sovereign Large Language Model (LLM), aimed at enhancing national technological sovereignty while ensuring the security and confidentiality of the State's strategic data.
At the close of the audience, the Minister of State instructed the immediate establishment of an ad hoc committee, chaired by the Secretary General of the Ministry of Higher Education, Professor Wilfred NYONGBET GABSA, to work jointly with the Chinese delegation on the practical modalities relating to scholarships, diploma equivalence, academic mobility, and the possible establishment of Chinese Higher Education institutions in Cameroon. The commission will submit its conclusions for final consideration at the end of the delegation's working visit.
