WHAT IS THE PERMANENT SECRETARIAT FOR ADMINISTRATIVE REFORM?
The Permanent Secretariat for Administration Reform (PSAR) is the technical organ of the Ministry of Public Service and Administrative Reform (MINFOPRA), which permits it to assure the mission of adviser to the government in matters of organisation and administrative reforms. This is in conformity to Order N° 2012/537/of 19 November 2012 stating the organisation of the Ministry.

# SOME HISTORIC DATES IN PSAR
There are seven (07) memorable dates to be retained:
- 25th February 1969: The creation of the Central Service for Organisation and Methods (CSOM). This service was in charge of research and rationalisation of administrative work and it was attached to the Presidency of the Republic;
- 28th June 1975: the attachment of CSOM to the General Inspectorate of State and Administrative Reform (GISAR), a structure which was depended on the Presidency of the Republic;
- 21st April 1978: the transformation of CSOM to the Department of Administrative Reform (DAR) within GISAR;
- 21st August 1988: the creation of the Ministry of Public Service, of Administrative Reform and of State Control, and the Department of Administrative Reform was changed to the Department of Research and Administrative Reform. (DRAR);
- 16th August 1994: the creation of MINFOPRA, transformation of DRAR into the PSAR, and addition of its missions. The Head of PSAR has the rank and prerogative of a Secretary General in the Central Administration;
- 08th December 2004: the attribution of the role of government adviser to MINFOPRA following the text stating the organisation of government. This role was attributed to PSAR;
- 09th December 2011: The role of government adviser was reconfirmed to MINFOPRA, and this is still carried out by PSAR.
THE MAIN COMPETENCE AREA OF PSAR
- The elaboration, follow up and implementation of the master plan for Administrative Reform;
- the conception and implementation of government actions in modernising Cameroon's Public Administration;
- the follow up of cooperation as regards organisations and Administrative Reform;
- the evaluation of government measures in matters of organisation and Administrative Reform undertaking in the different sectors of the Public Administrations;
- the conception and introduction of methods to accelerate the treatment of data;
- the rationalisation of the organisation of structures, procedures, and the methods of management;
- research to reduce the costs of buying and repairing equipments;
- the involvement of State's personnel in the permanent search for the means and ways of an effective and efficient administration.
