Le décret autorise le Ministre de l'Économie, de la Planification et de l'Aménagement du Territoire à signer un prêt combiné avec la Deutsche Bank d'Espagne pour financer la construction, l'équipement et la mise en service d'un centre de production de semence bovine à Ngaoundéré, avec trois centres relais à Lougguere, Dogba et Jakiri. REPUBLIC OF CAMEROON PEACE-WORK-FATHERLAND

THE PRESIDENT OF THE REPUBLIC,

Mindful of the Constitution;

Mindful of Law No. 2023/013 of 23 December 2024: Finance Law of the Republic of Cameron for the 2025 financial year, as amended and supplemented by Ordinance No. 2025/001 of 11 July 2025;

Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018,

HEREBY DECREES AS FOLLOWS:

ARTICLE 1: The Minister of Economy, Planning and Regional Development is authorized, with powers of delegation, to sign with the Deutsche Bank of Spain, a combination loan, comprising a Buyer's Credit in the amount of EUR 16 087 842.26 million, or approximately CFAF 10.553 billion, and a Commercial Credit in the amount of EUR 624 743.23 million, or approximately CFAF 409.805 million, to implement the Project for the construction, equipment and commissioning of a cattle semen production centre in Ngaoundere, with three relay centres in Lougguere, Dogba and Jakiri.

ARTICLE 2: This decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.
