REPUBLIC OF CAMEROON REPUBLIQUE DU CAMEROUN ORDER NO. 0000016 /MINFI OF 13 AOUT 2026 ON THE CLASSIFICATION BY CATEGORY OF PUBLIC ESTABLISHMENTS IN CAMEROON
THE MINISTER OF FINANCE,
MINFUL OF the constitution;
MINFUL OF Law No. 2017/010 of 12 July 2017 on the General Statute of Establishments Public;
MINFUL OF Law No. 2018/011 of 11 July 2018 on the Code of Transparency and Good Governance in the Management of Public Finances in Cameroon;
MINFUL OF Decree No. 2011/408 of 11 December 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of 2 March 2018;
MINFUL OF Decree No. 2018/191 of 2 March 2018 on the reorganization of the Government;
MINFUL OF Decree No. 2019/320 of 19 July 2019 to specify the terms of application of certain provisions of Laws No. 2017/010 and No. 2017/011 of 12 July 2017 on the general status of Public Establishments and Public Enterprises;
MINFUL OF Decree No. 2019/322 of 19 June 2019 to set the categories of Public Establishments, the remuneration, allowances and benefits of their managers,
HEREBYORDERS AS FOLLOWS:
ARTICLE 1.- (1) This Order classifies by category Public Establishments in Cameroon for the performance achieved for the 2022, 2023 and 2024 fiscal years.
(2) The Public Establishments referred to in paragraph 1 above concern:
- traditional public establishments, regardless of the form chosen, whose management is subject to the fiscal regime of the State;
- public establishments of a special nature, operating in the form of a public enterprise, in particular with regard to accounting and financial management.
ARTICLE 2.- Pursuant to the provisions of Article 11 of Decree No. 2019/322 of 19 June 2019 establishing the categories of Public Establishments, the remuneration, allowances and benefits of their managers, Public Establishments are classified as follows:
a) First-class establishments
- National Social Insurance Fund (NSIF);
- Special Council Fund for mutual Intervention (FEICOM).
b) Second-category establishments
- Telecommunications Regulatory Agency (ART);
- Hydrocarbon Price Stabilization Fund (HPSF);
- Road Fund (RF).

c) Third-category establishments
- Cameroon Rural Electrification Agency (AER);
- Cameroon Civil Aviation Authority (CCAA);
- Cameroon Radio Television (CRTV);
- Cocoa and Coffee Value Chain Development Fund (FODECC);
- National Employment Fund (NEF);
- Douala General Hospital (DGH);
- Office du Baccalauréat du Cameroun (OBC).
d) Fourth category establishments
- Investment Promotion Agency (API);
- Public Procurement Regulatory Agency (ARMP);
- Agency for Standards and Quality (ANOR);
- National Agency for Technologies, Information and Communication (ANTIC);
- Electricity Sector Regulatory Agency (ARSEL);
- Autonomous Sinking Fund (CAA);
- Centre Pasteur of Cameroon (CPC);
- National School of Administration and Magistracy (ENAM);
- General Certificate of Education Board (GCE BOARD);
- Yaoundé General Hospital (YGH);
- Institute of Agricultural Research for Development (IRAD);
- National Institute of Statistics (NIS).
e) Fifth category establishments
- National Football Academy (ANAFOOT);
