N°001/AMI/MINEPDED/CAA/PNACC/UGP/COORD/RAF/2026 OF 11 MAY 2026
Recruitment of individual experts: Senior Climatologist, GIS/Data Specialist, and Climate Policy & Development Specialist — for the development of downscaled climate projections and indicative socio-economic development scenarios.
Funding: Green Climate Fund (GCF)
# 1. Background and Purpose
Cameroon, in partnership with the Green Climate Fund (GCF) and the United Nations Environment Programme (UNEP), is implementing a readiness project to strengthen national capacities for climate change adaptation planning and governance and to support the preparation of a comprehensive National Adaptation Plan (NAP).
Under Activity 3.2.1.1, MINEPDED and the Autonomous Amortization Fund (CAA), respectively technical and financial partners, intend to recruit a multidisciplinary team to develop a robust climate database for vulnerability assessments, sectoral prioritization, and adaptation strategy formulation. The assignment will produce downscaled climate projections for 2050 and 2100 across Cameroon’s five agro-ecological zones, including temperature, precipitation, and extreme events, together with indicative socio-economic development scenarios and a validation workshop.
# 2. Profiles and Scope of Services
| Expert profile | Duration | Main responsibilities | | --- | --- | --- | | Senior Climatologist / Technical Team Leader | 50 days | Ensure methodological consistency; select and apply statistical and/or dynamical downscaling methods; apply bias correction; harmonize GCM outputs; generate and validate 2050 and 2100 projections; assess uncertainties; and draft scientific sections of the report. | | Climate Data and GIS Specialist | 25 days | Access, verify, and pre-process historical climate data; align projections with agro-ecological zones and administrative boundaries; produce GIS layers, maps, shapefiles, GeoTIFF and NetCDF outputs; prepare metadata and organize datasets. | | Climate Policy and Development Pathways Specialist | 15 days | Develop socio-economic trajectories aligned with climate projections; connect scenarios to vulnerabilities and demography; ensure consistency with the NAP process; prepare policy summaries and support the validation workshop. |
The experts will work collaboratively to prepare and facilitate the national validation workshop and consolidate the final report integrating modelling, mapping, and socio-economic analysis.
