Recruitment of individual consultants specialized in adaptation planning, communication, gender, climate policy and governance.
Funding: Green Climate Fund (GCF)
# 1. Background and Purpose
Cameroon, with support from the Green Climate Fund (GCF) and the United Nations Environment Programme (UNEP), is implementing a readiness project to strengthen national capacities in climate change adaptation planning and governance and to develop an inclusive, coherent and operational National Adaptation Plan (NAP). MINEPDED and the Autonomous Amortization Fund (CAA), respectively technical and financial partners, intend to use part of these funds to recruit individual consultants in adaptation planning, communication, gender, climate policy and governance. The assignment will support the revision of the National Climate Change Adaptation Plan and provide the project team with appropriate communication and planning tools.
# 2. Consultant Profiles and Key Services
| Profile | Key responsibilities | | --- | --- | | Climate Adaptation Specialist | Draft the NAP roadmap and communication strategy; define phases, activities, responsibilities, resources and timeline; ensure stakeholder engagement; integrate gender and inclusion; align outputs with national policies and international commitments; prepare materials and facilitate validation workshops. | | Adaptation Planning, Climate Policy and Governance Specialist | Support the NAP Technical Secretariat; review policy and governance documents; prepare draft Terms of Reference for the Technical Secretariat and three Thematic Working Groups; design stakeholder consultation and objective selection criteria; support validation and finalization of governance documents. | | Gender and Social Inclusion Specialist | Analyze gender and social inclusion issues related to climate change; review policy frameworks; identify gaps, opportunities and differentiated vulnerabilities; develop a gender mainstreaming strategy, indicators and budgeted action plan; prepare practical tools and guidance notes; support consultations with marginalized groups. | | Communication Specialist | Develop an inclusive and operational NAP communication strategy; analyze existing communication mechanisms; identify stakeholder information needs; define objectives, key messages, channels, tools and a sustainable communication mechanism for NAP formulation and implementation. |
# 3. Application File and Submission
The application file must include an administrative file comprising a letter of expression of interest with the consultant’s full address, a valid Tax Compliance Certificate, a certified copy of the Unique Identification Number (NIU), and a location plan. The technical file must include references for similar assignments, copies of relevant diplomas, a note on the consultant’s organization and intervention methodology, and proof of available financial and material resources. Mastery of French and English is essential.
