14. Critères d'évaluation
14.1 Critères éliminatoires
Les critères éliminatoires fixent les conditions minimales à remplir pour être admis à l'évaluation des critères essentiels. Ils ne doivent pas faire l'objet de notation. Le non-respect de ces critères entraîne le rejet de l'offre du soumissionnaire.
Il s'agit notamment :
- Non production au-delà du délai de 48h après l'ouverture des plis, d'une pièce du dossier administratif jugée non conforme ou absente (excepté la caution de soumission) ;
- Absence de la caution de soumission ou non conformité de celle-ci et du récépissé de consignation à l'ouverture des plis ;
- Le non-respect des modèles des pièces du Dossier d'Appel d'Offres ;
- Absence d'agrément MINFI accompagné de l'adhésion CIMA ;
- Absence de la déclaration sur l'honneur de non abandon des marchés au cours des trois dernières années ;
- Fausse déclaration, substitution ou falsification des pièces administratives ;
- Note technique inférieure à 80 points sur 100 ;
- Présence d'informations financières dans l'offre technique ;
- Absence d'un élément de l'offre financière (la soumission dans une enveloppe scellée, les BPU, le DQE) ;
- Offre financière inférieure à 90% du budget prévisionnel ;
- Soumissionnaire sous administration provisoire ou faisant l'objet d'un redressement par la CIMA.

14. Evaluation criteria
14.1 Eliminatory criteria
The "essential" criteria are those that are essential or key to judging the technical and financial capacity of the candidates to carry out the Services that are the subject of this invitation to tender.
The eliminatory criteria include:
- Incomplete administrative file 48 hours after bid opening, except for the bid bond;
- Absence of the bid bond or non-compliance thereof and the receipt issued by the CDEC;
- Non-compliance with the model documents in the tender file;
- Absence of MINFI approval accompanied by CIMA membership,
- Absence of a declaration on honour that contracts have not been abandoned in the last three years;
- False declaration, substitution or falsification of administrative documents,
- Technical score below 80 points;
- Presence of financial information in the technical bid;
- Absence of financial information in the technical bid;
- Absence of any element of the financial offer (bid in a sealed envelope, BPU, DQE);
- Financial offer less than 90% of the provisional budget;
- Bidder under provisional administration or subject to reorganization by CIMA.
