THE MAYOR OF KUMBA I COUNCIL (CONTRACTING AUTHORITY)
Mindful of the Constitution; of 18th January 1996 amended and supplemented by that of 14th April 2008;
Mindful of Decree No. 77/91 of 25th March, 1977 and its subsequent amendments, to determine the powers of the Supervisory authority over Councils, Council Unions and Council Establishments; modified and completed by Decree No. 77/203 of 28th July 1977;
Mindful of Decree No. 2007/177 of 24th April 2007 creating Sub Divisional Councils;
Mindful of Decree No. 2018/190 of 2nd march 2018 creating the Ministry of Decentralization and Local Development;
Mindful of Law N°. 2004/2017 of 22nd July 2004 on the orientation of decentralization;
Mindful of Law N°. 2004/2018 of 22nd July 2004 to lay down rules applicable to Councils;
Mindful of Law N°. 2009/011 of 10th July 2009 relating to the financial regime of Regional and Local Authorities;
Mindful of Decree No. 2004/275 of 24th September 2004 to institute the Public Contracts Code
Mindful of Decree No 2001/048 of February 2001 relating to the setting up, and function of Public Contracts Regulatory Agency (ARMP);
Mindful of Ministerial Order No. 000297/0/MINDDEVEL of 09/03/2020 to establish the election of Mr. ESEME MOSES ESEMBE Mayor, after the Municipal Election of 09/02/2020 in the Kumba 1 Sub Divisional Council, Meme Division, South West Region;
Mindful of Arête No. 007/A/MINMP of 24th May 2019 appointing members of the Kumba I Council Internal Tenders Board;
Considering the Award proposal of 19/03/2026 of the Kumba I Council Internal Tenders Board; for TENDER N°: 05/ONIT/KUMBA I COUNCIL/MEME/ITB/2026 OF 18/02/2026 CONSTRUCTION OF A REINFORCED CONCRETE DOUBLE BOX CULVERT (3x3.0X2.0) IN THE OBAMA NEIGHBOURHOOD OF NKAMLIKUM, IN KUMBA I SUB-DIVISION, MEME DIVISION, SOUTH WEST REGION
Considering the necessity of the service.
