SIXTH ORDINARY SESSION OF THE AD HOC TECHNICAL
COMMISSION CHARGED WITH OPERATIONS RELATING TO THE ISSUANCE OF DIPLOMAS
On Wednesday, 24 June 2026, at 9:00 a.m. precisely, the 6TH ordinary session of the ad hoc Technical Commission convened in the conference Hall of the Higher Teacher Training College, of the University of Yaounde, under the chairmanship of the Secretary-General of the Ministry of Higher Education, personal representative of the Minister of State, Minister of Higher Education, Chancellor of Academic Orders.
Established by Order No. 13/057/MINESUP/SG/DCAA/DAJ/SDDA of 20th November 2013 of the Minister of Higher Education, this commission is responsible for producing statistics on diploma issuance, proposing measures to clear the backlog in diploma issuance, processing files for diploma issuance, and creating and securing a database of higher education diplomas.
Participants in the meeting, whose central theme was “COMPLIANCE WITH GRADUATION PROCEDURES,” included officials of the Ministry of Higher Education, representatives of Vice- Chancellors and Rectors of state universities, representatives of institutions with special status, statutory members, the Executive Secretary of the National Association of Private Institutions of Higher Education (ANIPES), experts, and guests.
Following the opening address by the Secretary-General of the Ministry of Higher Education, Personal Representative of the Minister of State, Minister of Higher Education, and explanatory remarks by the Director for the Coordination of Academic Activities, who set strategic orientations for the continuous improvement of the diploma issuance process, participants followed a presentation by the Sub Director of Graduation and Authentication on diploma statistics, which show an upward trend. This tendency toward systematic diploma issuance by university institutions was corroborated by all speakers, including representatives of the eleven (11) state universities and those of higher education institutions with special status.

In addition, three presentations were given: the graduation process in higher education; the importance of authenticating foundational diplomas; and the integration of artificial intelligence into the graduation process.
At the conclusion of productive discussions, the following recommendations were made:
Recommendation No. 1:
The ad hoc Technical Commission recommends the systematic harmonization of diplomas within state universities beginning in the 2025–2026 academic year.
Recommendation No. 2:
The ad hoc Technical Commission recommends that state universities include the receipt for an equivalence application among the required documents for registration for any candidate holding a foreign diploma.
Recommendation No. 3:
The ad hoc Technical Commission recommends that state universities systematically transmit to the Minister of State, Minister of Higher Education, the list of graduates at the end of each academic year, validated by the statutory academic bodies.
