Face à l'adversité, nous avons élaboré une stratégie de développement articulée en trois temps : les grandes ambitions, les grandes réalisations et les grandes opportunités. Cette dernière étape, nous l'espérons, devrait nous conduire au seuil de l'émergence.
Il n'est peut-être pas inutile de préciser ce que nous voulons dire par émergence. De façon générale, le terme s'applique à un changement de situation dans le sens d'une amélioration. Dans son acceptation courante, il signifie le passage de l'état de sous-développement à celui de pays développé. C'est bien ainsi que nous l'entendons et c'est pourquoi j'ai demandé qu'il soit érigé en « cause nationale ».

In the face of adversity, we designed a three-phase development strategy: greater achievements, major accomplishments and great opportunities. We hope that this last phase will steer us to the threshold of emergence.
It is perhaps not futile to clarify what we mean by emergence. Generally, the term refers to an improvement in a situation. As commonly understood, it means the transition from an underdeveloped to a developed country. This is our meaning of the term and that is why I instructed that it should be considered as a "national cause".
