Subject: Reminder of the deadline for the visa of draft contracts that bear on public budgets on the account of the 2023 fiscal year
In accordance with the joint provisions of article 62 (2) of Law No 2018/012 of July 11, 2018 on the financial regime of the State and other public entities and article 45 of decree N° 2019/281 of May 31, 2019 to fix the State budgetary calendar, as specified in circular N° 00000456/C/MINFI of December 30, 2022, on the instructions relating to the execution of finance laws, the monitoring and the control of the execution of the budgets of the State and other public entities for the 2023 fiscal year, in points 3, 4 and 5 of its general provisions,
I have the honour to remind you that the deadline for the visa of draft contracts on public budgets for the 2023 fiscal year, is set for October 15, 2023.
To this end, you must refrain from affixing your budget visa on draft contracts forwarded to you beyond the said date, except for multi-year contracts and supply contracts whose delivery periods do not exceed one (01) month.
It should be understood that any one-off or automatic expenditure authorization transmitted to you beyond this deadline is considered inadmissible, unless expressly authorized by me. /-
