APPOINTING MEMBERS TO THE TRAINING COMMISSION FOR ADVOCATES OF THE CAMEROON BAR ASSOCIATION

THE PRESIDENT OF THE CAMEROON BAR ASSOCIATION,

MINDFUL of Law No. 90/059 of the 19th of December, 1990 to organize Practice at the Bar;

MINDFUL of Decision N°41/DPJ/SG/MJ of 12 April 2005 on the Internal Regulations of the Cameroon Bar Association;

CONSIDERING the need to ensure the proper training of Pupil Advocates and continuous legal training for Lawyers;

MINDFUL of the General Directives of the Bar President on the functioning of the Bar Council;

MINDFUL of the necessity of service;

DECIDES AS FOLLOWS:

Article 1: This Commission shall ensure the training of pupil-Advocates and the continuous training of Advocates.

Article 2: The Commission shall have as attributes, the following:

To elaborate, in consultation with the Bar Council and the Regional Centers for Professional Training, the training programs for Advocates.

To coordinate the activities of the Regional Centers for Professional Training and to standardize the programs.

To organize national sensitization programs for Advocates.

To organize the refresher training programs for all the persons referred to in Section 81 of the Organic Law.

To organize seminars, debates and conferences for advocates, with a view to continuous legal education.

To negotiate and conclude agreements with institutions and professional centers for certificate and other professional training programs.

Within the framework of executing all activities related to the training of advocates, the Training Commission for Advocates shall operate via the Regional Centers for Professional Training (RCPT) and Special Centers for Professional Training (SCPT).

The Professional Training Centers operating within each Court of Appeal or High Court jurisdiction, shall ensure the theoretical and professional training of advocates on the following courses:

The law and professional ethics,
Drafting of legal documents,
The Art of pleadings,
Legal proceedings,
The management of law offices,
Information technology as a professional tool

The Regional Centers and the special centers for professional training staff shall consist of Coordinators, an Administrative Manager, and permanent moderators.

The coordinators shall be responsible for program of activities for the centers.

The Administrative Manager shall be in charge of keeping a register of all pupil-Advocates. He/she shall open a separate file for each advocate, which shall contain, in addition to the advocate’s information sheet, the written work (s) of the advocate concerned, as well as an assessment or evaluation sheet.
