# FOR THE RECRUITMENT OF A LOCAL ASSISTANT PROCUREMENT ENGINEER:

1 The Government of the Republic of Cameroon applied for and obtained funding from the African Development Bank (AfDB) in the form of a loan to finance part of the "Transport Sector Support Programme Phase IV: Reconstruction of the Douala - N'Djamena economic corridor: Ngaoundere - Garoua section (240.85 km)". 2 The Ministry of Public Works, acting as Delegated Project Owner (DPO) on behalf of the Government of the Republic of Cameroon, intends to use part of the funds allocated under these loans and grants to finance service contracts for local project personnel in the position of a Local Assistant Procurement Engineer (Male/Female) within the Joint Financing Road Projects Unit (JF-RPU), the project's implementing body. 3 Under the supervision of the Unit Head, the Local Assistant Procurement Engineer (Male/Female) shall be responsible for: (i) participating in and supporting all procurement-related activities within the JF-RPU; (ii) drafting and updating the TSSP IV Procurement Plan and ensure that it is incorporated into the procurement management information system; (ii) contributing in the preparation of all procurement documents and the conduct of procurement procedures; (iv) participating in the evaluation of bids and proposals in accordance with the rules and procedures of the African Development Bank; (v) preparing tracking tables for contracts and guarantees, as well as following up no-objection letters requested from the Bank; (vi) preparing draft letters to be submitted for review by procurement specialists and then by the Unit Head; (vii) ensuring the quality and admissibility of bid and proposal evaluation reports drafted by the committees; (viii) participating in the drafting of the Unit's annual activity programmes, as well as monthly, quarterly and annual disbursement plans; (ix) assisting procurement specialists with the preparation of periodic reports on procurement. In this capacity, he/she must take all the necessary steps towards ensuring the timely functioning of the TSSP IV within the time frame and the operating budget, in accordance with the procedures of the African Development Bank and the Procedure Manual of the JF-RPU.

The Local Assistant Procurement Engineer (Male/Female) must have the following profile:

Hold at least a diploma in civil engineering or a Master's degree in civil engineering or public works (GCE A/L + 5); Must have at least six (6) years of general experience, including at least three (3) years in the provision of services and activities related to procurement and contract monitoring as part of implementing infrastructure projects/programmes funded by donors or the national budget within a project ownership structure or a public or private entity; At least two (2) years of relevant specific experience in the implementation of paved road projects as an engineer (monitoring engineer, road engineer, works supervisor, geotechnician, certified engineer, etc.);
