Recruitment of an Individual Consultant - (go Economist/Economist to carry out a review of act se gia e. ## I. Context
The Economic Community of West African States (EcowA), represented by the Directorate of Agriculture and Rural Development (D), plans to finance a regional agricultural sector review mission from its d upis da carry out this mission.
Objectives
The main objective of this initiative is to assist in conducting a regional review of the agricultural sector to accelerate progress towards CAADP goals, promote evidence-based policy development, and create an enabling environment. ## III. Consultant's mission
The consultant's mission is to support the ECOWAS Commission through:
Conducting stakeholder consultations using data from the biennial review and other data sources. Assess performance and progress in selected thematic areas hinder the achievement of sector objectives. Provide evidence-based recommendations and ideas to improve policy formulation, programme design and overall sector performance.
IV. Consultant profile
Because of the nature of the assignment, the consultant must have :
fields. African context. Experience collaborating in multicultural environments. Project management skill: The consultant must have experience in project management, including ensuring effective project planning and implementation. Stakeholder management and communication: skills in stakeholder management and communication to ensure alignment between stakeholders.
Policy implementation expertise: The consultant should have expertise in policy implementation, including the development of detailed plans for the implementation of critical action points, establishment of coordination mechanisms between states and ECOWAS institutions, and the implementation of actions under the supervision of ECOWAS monitoring and evaluation. Experience translating objectives into achievable plans with measurable targets and resource requirements is crucial.
Monitoring and evaluation (M&E) skills: Competence in establishing robust reporting mechanisms to monitor progress and document implementation of action points. Experience in collecting data and information at national and regional levels to assess progress and effectiveness is required. Knowledge of monitoring and evaluation methodologies and tools is essential for evaluating and analyzing data to measure progress.
Analytical skills at national and regional levels and identify key findings and trends. The consultant should have experience in preparing comprehensive reports summarising the implementation of key action points. Concise reporting skills are essential to communicate results to stakeholders effectively.
Proficiency in two official ECOWAS languages would be an asset.
