Title: RECRUITMENT OF A FIRM TO ASSIST CERTAIN ECOWAS MEMBER STATES IN CONDUCTING AGRICULTURAL JOINT SECTOR REVIEWS.
# I. Context
The Economic Community of West African States (ECOwAS), represented by the Directorate of Agriculture and Rural Development (DADR), plans to finance a mission from its 2024 budget to support certain ECowAS member states in conducting joint sectoral reviews of the agricultural sector. To carry out this activity, the EcowAs Commission plans to recruit a consultancy firm to carry out the mission in the countries concerned under the supervision of the DARD.
# II. Objectives
The main objective of this initiative is to strengthen the capacity of EcowAS Member States to conduct effective and regular reviews of the agricultural sector, including Joint Sector Reviews (JRs) and other relevant assessments, thereby ensuring the continuous improvement, accountability and transparency of agricultural policies and programmes in the region.
# III. Mission of the Firm
The firm's main tasks are
1Conduct thematic studies to conduct a joint sector review or evaluate the sector. Facilitate the joint sector review process or any other evaluation process. 3.Review progress on development results 4Review the performance of the agricultural sector 5Review policies, programmes, institutions, and implementation processes Review links, the enabling environment and assumptions 7Strengthening the capacity of countries to organize reviews and assessments
# IV. Profile required of the firm
The firm must provide evidence of its technical capacity to undertake this assignment and meet the following conditions:
Experience in joint sector reviews in the agricultural sector. Experience n po formulation programmeevaluation nstratgic planning ntaricultl sector, particularly in West Africa, will be highly valued. Experience in analysing progress on development outcomes Experience in analysing the performance of the agricultural sector Strong ability to conduct in-depth thematic studies, analyse complex data sets and synthesize the information into usable recommendations Advanced sklls in monitoring and evaluation and strategic planning. Extensive experience in the agricultural sector in the EcowAS region, with a strong understanding of regional challenges and opportunities. Proven experience in engaging and coaborating with a wide range of stakeholders, including governments, development partners, non-state actors, the private sector, farmers, and researchers. Good knowledge of the socio-economic and agricultural environment in West Africa Good experience working in several ECowAS member countries.
