ORDER N° 031/CAB/PM OF 03 AVR 2020
To lay down the organic framework for the implementation of the Presidential Plan for the Reconstruction and Development of the North-West and South-West Regions.
THE PRIME MINISTER, HEAD OF THE GOVERNMENT,
Mindful of the Constitution;
Mindful of Decree n° 92/089 of May 04, 1992 to define the duties of the Prime Minister, as amended and supplemented by Decree n° 95/145 of August 04, 1995;
Mindful of Decree n° 2011/408 of December 09, 2011 to organise the Government, as amended and supplemented by Decree n° 2018/190 of March 02, 2018;
Mindful of Decree No. 2019/001 of 04 January 2019 to appoint the Prime Minister, Head of Government;
Mindful of Decree No. 2020/136 of March 23, 2020 to lay down the establishment, organisation and functioning of the Committee to follow up the implementation of the recommendations of the Major National Dialogue.
HEREBY ORDERS AS FOLLOWS:
CHAPTER I GENERAL PROVISIONS
ARTICLE 1 - This order lays down the organic framework for the implementation of the Presidential Plan for the Reconstruction and Development of the North-West and South-West Regions, abbreviated as "PPRD-NW/SW".
ARTICLE 2 - Under the supervision of the Prime Minister, Head of Government, the PPRD-NW/SW aims at implementing projects in the North West and South West Regions, focusing on the:
- Rehabilitation and development of basic infrastructure;
- Economic revitalization;
- Promotion of social cohesion.
ARTICLE 3 - Within the framework of the PPRD-NW/SW, the following are created:
- The Steering Committee;
- The National Coordination;
- The Regional Follow-up Committees
- The Implementing Partner.

# CHAPTER II ## ORGANIZATION AND FUNCTIONING
SECTION I
THE STEERING COMMITTEE
ARTICLE 4 - The Steering Committee, hereinafter referred to as "the Committee" shall coordinate and evaluate all operations contributing to the implementation and monitoring of the PPRD-NW/SW.
In this capacity, it shall:
- Define the strategic orientations to be followed up by the competent administrations, and the Implementing Partner in the framework of the implementation of the PPRD-NW/SW;
- Coordinate the interventions and actions of all entities involved in the implementation of the PPRD-NW/SW;
- Ensure the effective implementation of the selected projects;
- Examine and approve the Annual Work Plans of the PPRD-NW/SW National Coordination, the subsequent budgets and the execution reports;
- Adopt all administrative, legal, technical and financial facilitation measures necessary for the diligent implementation of the projects;
- Ensure the harmonious and equitable execution of the PPRD-NW/SW by all the administration, structures and partners involved;
- Define and adopt a plan for the mobilization of the resources necessary for the implementation of the PPRD-NW/SW;
- Approve the budget of organs of the PPRD-NW/SW;
- Propose other measures which could improve the execution of the PPRD-NW/SW;
- Execute all other directives from the Prime Minister, Head of Government in relation to the implementation of the PPRD-NW/SW.
