The Man of November 6
Martin BELINGA EBOUTOU
Director of the Civil Cabinet of the Presidency of the Republic
The good thing in anniversaries is that they permit us to measure the progress made and to check if we are still in the right direction.
33 years ago, Paul Biya acceded to the highest office. Without delay, the path was set. The march towards democracy and development had begun. This is what makes 6 November 1982 a historic date. No one can cancel the fact.
Essentially, the commitments have been met. Cameroon is a representative democracy in which the powers are vested by way of free and transparent elections. Civil rights and civil liberties can be exercised without constraints. Human rights are respected. Our debates should be based on this and not on unfounded notions such as longevity in power or the requirement of alternation.
If Paul Biya acceded to power it is that the Cameroonian people wanted it and if he continues to do so, it is because the same people have so decided. Is there any other legitimacy other than that granted by universal suffrage?
Clearly, our compatriots have adhered to the values of the New Deal as defined by Paul Biya: rigorous management of public affairs and
moralization of behaviours. That is why they have renewed their confidence in him every time he ran for their votes.
Similarly, they have approved his project for the society which allows everyone to exercise their basic rights, enjoy honourable life conditions, give to their children an education which ensures equal opportunities, find a job according to their qualifications and live in security and peace.
Specifically, throughout the last decades, Paul Biya has worked to maintain stability in our country and away from armed conflict. His diplomacy of prudence has succeeded in sparing us the convulsions which have made our region a chronic theatre. The coming into play of Boko Haram has threatened to undermine this delicate balance. But the prospect of the Head of State, combining subtle appropriate military response and strategic analysis, helped to stabilize the situation with the support of the African Union, the UN and friendly countries. Today, there is hope that the days of Boko Haram are numbered.
