EXPLANATORY NOTE

Pursuant to Law No. 2018/012 of 11 July 2018 on the State Budget Regime and other public entities, the existing budgetary, accounting and financial management framework for public administrations has significantly improved. Moreover, Decree No. 2019/281 of 31 May 2019 by the President of the Republic, sets out the State's budget calendar and enhances discipline and transparency throughout the process of preparing and executing the State budget. The provisions of Article 2 of the said Decree defines the main stages of the annual budget preparation process, including the preparation of the Annual Performance Report of Administrations and Other Public Entities.
