MADAM CHAIRLADY, HONOURABLE MEMBERS OF THE FINANCE AND BUDGET COMMITTEE,
IT IS A GREAT PLEASURE FOR ME ONCE AGAIN TO APPEAR BEFORE YOUR AUGUST COMMITTEE ON THIS TRADITIONAL ANNUAL MEETING TO GIVE AN ACCOUNT OF HOW THE VOTES YOU KINDLY ALLOCATED TO MY MINISTRY LAST YEAR WERE USED, AND TO PRESENT THE PRELIMINARY DRAFT PERFORMANCE BUDGET OF THE MINISTRY OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM FOR THE 2015 FINANCIAL YEAR.
BUT LET ME FIRST OF ALL, MADAM CHAIRLADY, THANK YOU FOR THE WARM WELCOME GRANTED TO ME BY YOUR COMMITTEE AND THE SPECIAL CONCERN THAT YOU HAVE FOR THE FUNCTIONING OF THE MINISTRY I AM HEADING.
MADAM CHAIRLADY, HONOURABLE MEMBERS OF THE FINANCE AND BUDGET COMMITTEE,
AS YOU PROBABLY KNOW, THE MINISTRY OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM IS MAINLY RESPONSIBLE FOR THE MANAGEMENT OF STATE HUMAN RESOURCES AND MODERNIZATION OF PUBLIC ADMINISTRATION.
MY COLLABORATORS AND I ARE EFFECTIVELY DISCHARGING THESE DUTIES BY CARRYING OUT PRIORITY ACTIVITIES CONTAINED IN TWO MAIN OPERATIONAL PROGRAMMES, NAMELY: “IMPROVING STATE HUMAN RESOURCE MANAGEMENT” AND “ENTRENCHING ADMINISTRATIVE REFORM”
- PROGRAMME 1 ENTITLED “IMPROVING STATE HUMAN RESOURCE MANAGEMENT” AIMS AT ENSURING THE OPTIMAL USE OF STATE HUMAN RESOURCE MANAGEMENT. THIS PROGRAMME WHOSE INDICATOR IS THE NUMBER OF MINISTRIES EQUIPPED WITH, AND USING HUMAN RESOURCE MANAGEMENT TOOLS, IS IMPLEMENTED THROUGH THE FOLLOWING 4 (FOUR) ACTIVITIES: HARNESSING THE STATE STAFF STRENGTH, BUILDING THE CAPACITY OF STATE PERSONNEL, MODERNIZING CAREER AND PENSION MANAGEMENT AND IMPROVING THE MANAGEMENT OF DISCIPLINARY AND DISPUTES FILES.
- PROGRAMME 2 KNOWN AS “ENTRENCHING ADMINISTRATIVE REFORM” AIMS AT INCREASING PUBLIC SERVICE OUTPUT AND ITS INDICATOR IS THE
NUMBER OF MINISTRIES EQUIPPED WITH, AND USING REFORM IMPLEMENTATION TOOLS. THIS PROGRAMME REVOLVES AROUND THE FOLLOWING TWO ACTIVITIES: DRAWING UP AND MONITORING THE IMPLEMENTATION OF THE REFORM MASTER PLAN IN PUBLIC ADMINISTRATION AND DESIGNING AND DRAWING UP ADMINISTRATIVE REFORM PROJECTS AND TOOLS.
IT SHOULD BE STATED HERE THAT HENCEFORTH THE INDICATOR OF PROGRAMMES 1 AND 2 SHALL BE DETERMINED BY THE LEVEL OF REALIZATION OF THESE ACTIONS.
TO THESE IS ADDED A SUPPORT PROGRAMME ENTITLED GOVERNANCE AND INSTITUTIONAL SUPPORT WHOSE ULTIMATE GOAL IS TO IMPROVE THE COORDINATION OF SERVICES AND ENSURE THAT THE ABOVE-MENTIONED TECHNICAL PROGRAMMES ARE CARRIED OUT EFFECTIVELY. IT'S INDICATOR IS THE RATE OF EXECUTION OF BUDGETED ACTIVITIES, IMPLEMENTED THROUGH THE FOLLOWING FIVE ACTIONS: COORDINATING AND FOLLOWING UP OF SERVICE ACTIVITIES, IMPROVING THE WORKING ENVIRONMENT, CARRYING OUT INTERNAL CHECKS AND AUDIT, CARRYING OUT STRATEGIC STUDIES AND PLANNING, AND ENSURING THE FINANCIAL AND BUDGETARY MANAGEMENT.
