TO LAY DOWN THE ORGANIZATION, DUTIES AND FUNCTIONING OF REGIONAL AUDIT COURTS
The National Assembly deliberated and adopted, the President of the Republic hereby enacts the law set out below:
# PART I GENERAL PROVISION
Section I. This lau lays down the orgamzation and fiunctioning of Regiom! Audit Courts.
# PART II ORGANIZATION
# CHAPTER I SEAT. JURISDICTION AND COMPOSITION
Section 2: (1) Lover Audit Courts. withun the meaning of section 41 of th. Constitution siall be called Regional Audit Couits.
(2) There shall be a Regional Audit Court for each region It shall sit in the head-quarters of the region. (3) Provided that, depending on the necessity of the service, the jurisdiction of a Regional Audit Court may, by Deeree of the President of Republie, cov er several regions.
Section 3: The Regional Audit Court shall be composed of:
(a) For the Bench:
a President; Section Presidents; Judges; Registrars; Registrars on special duty; Judges on special duty; Commissioners of audit and trainee Commissioners of audit:
() For the Legal Department:
The Procureur General of the court of Appeal of the scat ef the Audit Court; Deputies to the Procurcur General of the Court of Appeal; Deputies to the Procureur General on special duty.
Section 4: (1) The members of the Regional Audit Court and those of the Legal Department shall be Judicial and Legal Officers goveined by the Rules and Regulations of the Judicial and Legal services.
(2) towever, for service puiposes the follou ing may be appomted pdge; or Deputies Procuteur General on spec:al duty at the Regional Audit Court:
(a) Professors in Lau, Leonomies. Public Finance, Management and Accounting who have had at least ten (10) years of continuous working experience; (b) Senior Lecturers of Law. Economics, Public Finance. Management and Ac ounting whe have had at least fifteen (15) years of centinuous working experience; (c) Category A Civil Ser ants and Contract Officers of at leact category ten (10) uhn are helders of a postgraduate diploma in Law, Economies. Public Finance. Management and Accounting and who have at least (15) years of continuou working experience.
Section 5: (1) Legal and Judicial Ofticers of Regional Audit Courts shall be appointed in keeping with the Rules and Regulations governing Legal and Judicial services
(2) Judges and Deputies of the Procureur General on special duty shall be appointed for a period of five (5) years.
Section 6: The Chief Registrar and Registrars of the Regional Audit Court shall be appointed in kceping with the Rules and Regulations governing Court Registrars and the decree to lay down the administrative organization of couts.
Section 7: (1) Béfore assuning office, the Judges and Deputics of the Procureur General on special duty shall take the oath provided for in the Rules and Regulations governing the Legal and Judicial services during a soiemn plenary session of the Court of Appeal.
