Mindful of the Constitution;
Mindful of the financing agreement, P170561/Credit No. 6745-CM of 12 October 2021 signed between the Government of Cameroon and the World Bank relating to the Secondary Education and Skills Project;
Mindful of Law No. 96/004 of April 14, 1998 on the Orientation of Education in Cameroon;
Mindful of Law No. 2018/10 of July 11, 2018 governing Vocational Training in Cameroon;
Mindful of Law No. 2018/011 of July 11, 2018 establishing the code of transparency and good governance in the management of public finances in Cameroon;
Mindful of Law No. 2018/012 of 11 July 2018 on the financial system of the State and other public entities;
Mindful of Law No. 2023/019 of 19 December 2023 on the finance law of the Republic of Cameroon for the 2024 financial year;
Mindful of Decree No. 2011/408 of 9 December 2011 to organise the Government, as amended and supplemented by Decree 2018/190 of 2 March 2018;
Mindful of Decree No. 2012/267 of 11 June 2012 to organise the Ministry of Secondary Education;
Mindful of Decree No. 2012/644 of 28 December 2012 to organise the Ministry of Employment and Vocational Training;
Mindful of Decree No. 2019/002 of 4 January 2019 to reorganize the Government;
Mindful of Order No. 094/CAB/PM of 12 October 2022 on the establishment, organisation and functioning of the Secondary Education and Skills Development Support Project;
Mindful of decree n° 2021/7341/PM of 13 october 2021 on the creation, organisation and functioning of programmes and development project;
Mindful of order n°094/CAB/PM of 12 october 2022 on the creation, organisation and functioning of the Secondary Education and Skills Development Project;
Mindful of Decision n°000028/D/MINEFOP/SG/CTC2 of February 27, 2023 on the creation, organization and functioning of the ad hoc Committee responsible for implementing DLI 5a activities.
Mindful of Circular No. 00000026/C/MINFI of 29 December 2023 on instructions relating to the implementation of finance laws, monitoring and control of execution of the State Budget and of other public entities for the 2024 financial year;
