Décret n° 2005/139 du 25 avril 2005 portant organisation du Ministère des Enseignements Secondaires

Ce décret organise le Ministère des Enseignements Secondaires du Cameroun. Il définit les attributions du ministre, les structures centrales et déconcentrées, ainsi que les établissements secondaires. Il abroge les décrets antérieurs et prévoit sa publication au Journal Officiel.

DECREE No 2005/139 OF 25 APRIL 2005 TO ORGANISE THE MINISTRY OF SECONDARY EDUCATION

THE PRESIDENT OF THE REPUBLIC,

MINDFUL of Constitution, MINDFUL of Decree No 2004/320 of 8 December 2004 to organise the Government,

Hereby decrees as follows:

PART ONE

GENERAL PROVISIONS

Article 1: (1) The Ministry of Secondary Education shall be under the authority of a Minister, who shall be assisted by a Secretary of State.

(2) The Minister of Secondary Education shall be responsible for designing, implementing and evaluating government policy in the area of general secondary, technical and teacher education.

In this respect, he shall be responsible for:

  • organising and functioning of general secondary, technical and teacher education;
  • developing study programmes and researching on teaching methods for general secondary and technical education, and the control of their implementation;
  • developing study programmes and researching on teaching methods for teacher and technical education, and the control of their implementation;
  • the moral, civic and intellectual training of general secondary and technical education students;
  • the development, follow-up and implementation of the school mapping of this type of education;
  • the follow-up and control of the administrative and pedagogic management of public and private educational establishments ;
  • designing norms and standards, and controlling their applications ;
  • educational counselling and planning ;
  • the textbook policy for this level of education ;
  • the in-service training of teachers, provided he shall respect the duties assigned to other Ministers in this respect ;
  • liaison with UNESCO for matters in his area of competence.

(3) He shall supervise the Office du Baccalauréat du Cameroun (O B C) and the General Certificate of Education Board (GCE-Board).

Article 2: In the discharge of these duties, the Minister of Secondary Education shall have:

  • private Secretariats ;
  • 3 (three) Technical Advisers ;
  • an Inspectorate-General of Services ;
  • an Inspectorate-General of Education ;
  • a Central Administration ;
  • Deconcentrated Services;
  • Secondary Educational Establishments ; and
  • Advisory Bodies, for this type and level of education.

PART TWO

PRIVATE SECRETARIATS

Article 3: Each under the authority of a Private Secretary, the Private Secretariats shall be responsible for the private affairs of the Minister and the Secretary of State.

PART THREE

TECHNICAL ADVISERS

Article 4: Technical Advisers shall perform any duties assigned to them by the Minister or by the Secretary of State.

PART FOUR

THE INSPECTORATE-GENERAL OF SERVICES

Article 5: (1) Under the authority of an Inspector-General of Services, the Inspectorate-General of Services shall be responsible for:

  • the evaluation of the performances of services as per the goals set, in conjunction with the Secretary-General ;
