REPUBLIC OF CAMEROON PEACE - WORK - FATHERLAND DECREE No. 2019/1952 /PM OF 11 JUN 2019 to set up a Technical Commission of Inquiry following the fire outbreak on 31 May 2019 at the National Refining Company.
# THE PRIME MINISTER, HEAD OF GOVERNMENT:
MINDFUL of the Constitution;
MINDFUL of Decree No. 92/089 of 04 May 1992 to specify the duties of the Prime Minister, as amended and supplemented by Decree No.95/145 of 4 August 1995;
MINDFUL of Decree No. 2018/190 of 2 March 2019 amending and supplementing certain provisions of Decree No. 2011/408 of 9 December 2011 on the organization of the Government;
MINDFUL of Decree No. 2019/001 of 4 January 2019 to appoint a Prime Minister, Head of Government;
On the instructions of the President of the Republic,
# HEREBY DECREES AS FOLLOWS:
ARTICLE 1.- A Technical Commission of Inquiry is hereby set up under the authority of the Minister of Energy and Water Resources, following the fire outbreak on 31 May 2019 at the National Refining Company (SONARA), hereinafter referred to as "the Commission".
ARTICLE 2.- The Commission shall be composed as follows:
- Chairperson: Minister of Energy and Water Resources
- Members:
- Two (2) experts from the Ministry of Energy and Water Resources;
- Two (2) experts from the Ministry of Mines, Industry and Technological Development;
- Two (2) experts from the Ministry of Environment, Nature Protection and Sustainable Development;

- Two (2) experts representing the Secretary of State to the Minister of Defence in charge of the National Gendarmerie;
- Two (2) experts from the General Delegation for National Security;
- Two (2) experts from the Directorate General of External Research.
- Rapporteurs
- Two (2) representatives of the Ministry of Territorial Administration.
ARTICLE 3.- The duties of the Commission shall be to:
- identify the causes of this fire and propose measures to prevent the risks of such a disaster in future;
- establish responsibilities inherent in this fire;
- evaluate the management of the fire and make any relevant proposals relating thereto.
ARTICLE 4.- (1) The Commission shall conduct investigation and hear, as necessary, any person likely to contribute to the investigation and establish the truth on the causes of the fire and its management.
(2) The Commission shall, where necessary, call upon any national or international expertise necessary to carry out its mission.
ARTICLE 5.- The Commission shall forward its investigation report to the Prime Minister, Head of Government, within thirty (30) days from the date of signature of this Decree.
ARTICLE 6.- The functions of Chairperson, Member, or Rapporteur of the Commission shall be free of charge. However, the Commission's operating expenses shall be covered by the State budget.
ARTICLE 7.- This Decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.
