DECREE No. 2019/688 OF 26 DECEMBER 2019 to reorganize the Councils of National Orders and Medal Commissions of the Republic
THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Law No. 2019/7 of 25 April 2019 to lay down rules governing National Orders;
Mindful of Decree No. 2011/412 of 9 December 2011 to reorganize the Presidency of the Republic,
HEREBY DECREES AS FOLLOWS:
CHAPTER I
GENERAL PROVISIONS
ARTICLE 1: This decree reorganizes the Councils of National Orders and the Medal Commissions of the Republic.
ARTICLE 2: (1) Each Order shall comprise a Council chaired by the Grand Chancellor of National Orders and composed of members designated by this decree.
(2) The Councils shall deliberate on nominations for appointment or promotion in the Orders, as well as on matters concerning the status and discipline of members of the Orders.
(3) Their opinions shall be forwarded for final decision to the President of the Republic by the Grand Chancellor.
ARTICLE 3: The Councils of National Orders shall be renewable every 5 (five) years in the proportions deemed fit by the President of the Republic.
ARTICLE 4: Each Medal of the Republic shall have a Commission, presided over by the Grand Chancellor and composed of the members designated by this decree.
ARTICLE 5: (1) The Commissions shall deliberate on the nominations for decorations presented by the competent authorities on any occasion when their opinion is required.
(2) Such opinion shall be forwarded to the President of the Republic by the Grand Chancellor.

ARTICLE 6: The Medal Commissions shall be renewable every 5 (five) years in the proportions deemed fit by the President of the Republic.
CHAPTER II
COMPOSITION OF COUNCILS
PARAGRAPH I
COUNCIL OF THE ORDER OF VALOUR
ARTICLE 7: The Council of the Order of Valour shall be composed of the following members or their representatives:
- the Secretary-General of the Presidency of the Republic;
- the Director of the Civil Cabinet;
- the Minister in charge of defence;
- the Minister in charge of territorial administration;
- the Minister in charge of regional and local authorities;
- the Minister in charge of external relations;
- the Minister in charge of the public service;
- the Minister in charge of justice;
- the Chief Executive of the City of Yaounde;
- the Chief Executive of the City of Douala;
- the Chief Executive of the City of Garoua;
- the Chief Executive of the City of Limbe;
- the Chief Executive of the City of Bamenda;
PARAGRAPH II
COUNCIL OF THE CAMEROON ORDER OF MERIT
ARTICLE 8: The Council of the Cameroon Order of Merit shall be composed of the following members or their representatives:
- the Secretary-General of the Presidency of the Republic;
- the Director of the Civil Cabinet;
- the Minister in charge of defence;
- the Minister in charge of territorial administration;
