The Minister of Finance hereby informs the Heads of Ministries, the Managers of Public Establishments, the Executives of Regional and Local Authorities, that following the promulgation of the Law No. 2017/021 of 20 December 2017 on the finance law of the Republic of Cameroon for the 2018 financial year and the publication of Circular No. 001/C/MINFI on Instructions relating to the Execution, Monitoring and Control of the Execution of Public Budgets for the current financial year, the 2018 budget is open and executable since 1 January 2018.
Consequently, He invites them, pending the organisation of ceremonies for the solemn launching of the budget, both at the central and decentralized levels, to take all the necessary measures to ensure its effective implementation within their administrations. Practically, this concerns the following provisions:
- the accreditation of the Delegated Authorising Officers;
- if possible, the designation of the officials in charge of Stores-Accounting operations;
- the withdrawal of budget execution documents from the Directorate General of Budget for Central Services and from the Regional Financial Controls with regard to decentralized services;
- the implementation of contract award procedures;
- the designing of commitment plans.
The Minister of Finance also informs them that joint teams of the Ministries in charge of Finance, Public Investments and Public Contracts are at their disposal to assist their Administrations in this process through the organisation of capacity building sessions on budgetary matter, in addition to those that will be done during the solemn launching ceremonies of the budget./-

Le Ministre des Finances porte à la connaissance des Chefs de Départements Ministériels, des Dirigeants d'Etablissements Publics, des Exécutifs des Collectivités Territoriales Décentralisées, qu'à la suite de la promulgation de la loi n°2017/021 du 20 décembre 2017 portant loi des Finances de la République du Cameroun au titre de l'exercice 2018 et de la publication de la Circulaire n°001/C/MINFI portant Instructions relatives à l'Exécution au Suivi et au Contrôle de l'Exécution des Budgets Publics pour l'exercice en cours, le budget 2018 est exécutoire et exécutable depuis le 1er janvier 2018.
Il les invite par conséquent, en attendant l'organisation des cérémonies de lancement solennel du budget, aussi bien au niveau central qu'au niveau déconcentré, à bien vouloir prendre, dès à présent, toutes les dispositions nécessaires pour en assurer l'exécution effective au sein de leurs administrations. Il s'agit concrètement des dispositions ci-après :
- l'accréditation des Ordonnateurs délégués ;
- la désignation si nécessaire, des Agents chargés des opérations de Comptabilité-matières ;
