DECREE No. 2020/381 of 13 July 2020 to define the features of the attributes and insignia of Regional and Municipal Councillors
# THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Law No. 2019/24 of 24 December 2019 to institute the General Code of Regional and Local Authorities;
Mindful of Decree No. 76/424 of 16 September 1976 to lay down the rules of protocol applicable in public ceremonies, precedence and civil and military honours;
# HEREBY DECREES AS FOLLOWS:
CHAPTER I
GENERAL PROVISIONS
ARTICLE 1: This decree defines the features of the attributes and insignia of Regional and Municipal Councillors.
ARTICLE 2: (1) The attributes and insignia referred to in Article 1 above shall be the sash, the insignia, the pin and the cockade.
(2) The attributes shall be personal, unassignable and non-transferrable.
ARTICLE 3: It shall be mandatory to wear attributes and insignia during:
- official events and ceremonies;
- official visits by Government authorities and important personalities to local authorities;
- solemnization of marriages;
- funerals of local elected officials of the local authority concerned.

# CHAPTER II ## SASH
ARTICLE 4: (1) During official ceremonies attended by the President of the Republic and Parliamentarians, as well as in the solemn discharge of their duties, members of the Executive of Regional and Local Authorities shall wear, around the waist, a sash in the national colours with gold tassel fringes for the Chief Executive and silver tassel fringes for the other members of the Executive.
(2) However, when presiding over Municipal Board meetings, solemnization of marriages or agreement-signing ceremonies, members of the Council Executive may wear a cross body sash in the national colours with gold tassel fringes for Mayors and silver tassel fringes for Deputy Mayors.
ARTICLE 5: The above-mentioned sash in the national colours may not be worn together with the symbols of a political party, an association or a religious organization.
# CHAPTER III ## INSIGNIA
ARTICLE 6: Regional and Municipal Councillors shall wear the insignia during official ceremonies and solemn occasions.
ARTICLE 7: Wearing of the insignia shall be recommended during:
- sessions of the deliberative organ;
- all other public meetings and events.
ARTICLE 8: The insignia of the Regional Councillors shall be an enamel of 36 (thirty-six) millimetres in diameter, consisting, in the centre, of a coat of arms enamelled in the national colours with, on the red part, the scales of justice resting on a sword, above a star. The scales, the sword and the star shall be of gold. The coat of arms shall stand out on a gold background, surrounded by a green enamelled circle bearing the words "REGIONAL COUNCILLOR" and "CONSEILLER REGIONAL" in gold lettering and the year of election of the Councillor below, all surrounded by a gilded bronze radius.
