to amend and supplement some provisions of Decree No. 2016/374 of 4 August 2016 to lay down the organization, functioning and duties of the National Centre for the Production of Identification Documents
THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Decree No. 96/34 of 1 March 1996 to set up the Delegation General for National Security;
Mindful of Decree No. 2011/412 of 9 December 2011 to reorganize the Presidency of the Republic;
Mindful of Decree No. 2012/540 of 19 November 2012 to organize the Delegation General for National Security, as amended and supplemented by Decree No. 2016/372 of 4 August 2016,
HEREBY DECREES AS FOLLOWS:
ARTICLE 1: The provisions of Articles 2, 3, 4, 22, 23 and 24 of Decree No. 2016/372 of 4 August 2016 to lay down the organization, functioning and duties of the National Centre for the Production of Identification Documents are amended and supplemented as follows:
"ARTICLE 2 (new): Attached to the Secretariat General of the Delegation General for National Security, the National Centre for the Production of Identification Documents shall be responsible for:
- implementing the identification documents issuance policy;
- producing national identity cards, residence permits, resident cards, refugee cards, police professional cards, national disability cards and all other documents it may be requested to produce;
- ensuring interaction, interconnection and interoperability with other public identification systems;
- creating, updating and maintaining the national identification database;
- any other duties entrusted to it relating to the production of identification documents.

ARTICLE 3 (new): (1) The National Centre for the Production of Identification Documents shall comprise:
- a Chief of Centre, who may be assisted by a Deputy;
- a Security Auditor;
- a Sub-Department of Studies and Information Systems;
- a Sub-Department of Identification Documents;
- Production Centres;
- a Sub-Department of General Affairs;
- a Call Centre;
- Regional Identification Centres;
- Divisional Identification Centres;
- Identification Posts.
(2) The Chief of Centre shall be responsible for:
- coordinating identification methods and techniques;
- planning, organizing and supervising activities relating to the administrative, financial and technical management of the Centre;
- managing the system, communication network, databases, applications, IT security and the identification document production system;
- drawing up the annual action programme and draft budget, in conjunction with the relevant technical services of the Delegation General for National Security.
(3) The Chief of the National Centre for the Production of Identification Documents and his/her Deputy shall respectively have the rank and prerogatives of central administration Director and Deputy Director.
ARTICLE 4 (new): (1) The Security Auditor shall be responsible for:
- producing, analysing and using progress reports and files to monitor the entire system;
- setting up and updating the national identification database;
