DECREE No. 2025/157 OF 11 SEPT 2025
to authorize the Minister of Economy, Planning and Regional Development to sign with the International Islamic Trade Finance Corporation (ITFC) of the Islamic Development Bank (IsDB) Group, a MURABAHA financing Agreement for an amount of EUR 102 million, or approximately CFAF 66.9 billion, and its subsequent renewal documents, intended for the procurement of agricultural inputs and the marketing of cotton and soybeans in Cameroon
THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Law No. 2024/013 of 23 December 2024: Finance Law of the Republic of Cameroon for the 2025 financial year, as amended and supplemented by Ordinance No. 2025/001 of 11 July 2025;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018,
HEREBY DECREES AS FOLLOWS:
ARTICLE 1: The Minister of Economy, Planning and Regional Development is authorized, with powers of delegation, to sign with the International Islamic Trade Finance Corporation (ITFC) of the Islamic Development Bank (IsDB) Group, a MURABAHA financing Agreement for an amount of EUR 102 million, or approximately CFAF 66.9 billion, and its subsequent renewal documents, intended for the procurement of agricultural inputs and the marketing of cotton and soybeans in Cameroon.
ARTICLE 2: This decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.

habilitant le Ministre de l’Economie, de la Planification et de l’Aménagement du Territoire à signer, avec l’Association Internationale de Développement (IDA), un Accord de Crédit d’un montant de 184,9 millions d’euros, soit environ 121,3 milliards de francs CFA, sous forme de prêt, pour le financement du Projet Villes et Gestion Foncière Durables (PVGFD).-
LE PRESIDENT DE LA REPUBLIQUE,
Vu la Constitution ;
Vu la loi n° 2024/013 du 23 décembre 2024 portant loi de finances de la République du Cameroun pour l’exercice 2025, modifiée et complétée par l’Ordonnance n°2025/001 du 11 juillet 2025 ;
Vu le décret n° 2011/408 du 09 décembre 2011 portant organisation du Gouvernement, modifié et complété par le décret n° 2018/190 du 02 mars 2018,
DECRETE:
ARTICLE 1er.- Le Ministre de l’Economie, de la Planification et de l’Aménagement du Territoire est habilité, avec faculté de délégation, à signer avec l’Association Internationale de Développement (IDA), un Accord de Crédit d’un montant de 184,9 millions d’euros, soit environ 121,3 milliards de francs CFA, sous forme de prêt, pour le financement du Projet Villes et Gestion Foncière Durables (PVGFD).
ARTICLE 2.- Le présent décret sera enregistré, publié suivant la procédure d’urgence, puis inséré au Journal Officiel en français et en anglais./-
