Ce décret autorise le Ministre des Finances à recourir à des emprunts intérieurs et extérieurs pour un montant total de 930 milliards de FCFA, destinés à financer des projets de développement et à apurer les arriérés de paiement. Les emprunts sont répartis en trois catégories : 350 milliards via des obligations du Trésor sur le marché financier domestique, 250 milliards par emprunts directs auprès d'organisations privées internationales, et 330 milliards sur les marchés bancaires extérieurs.…

THE PRESIDENT OF THE REPUBLIC,

Mindful of the Constitution;

Mindful of Law No. 2024/013 of 23 December 2024: Finance Law of the Republic of Cameron for the 2025 financial year;

Mindful of Ordinance No.2025/001 of 11 July 2025 to amend and supplement some provisions of Law No. 2024/013 of 23 December 2024: Finance Law of the Republic of Cameroon for the 2025 financial year

Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018,

HEREBY DECREES AS FOLLOWS:

ARTICLE 1: The Minister of Finance is authorized, with powers of delegation, to resort to domestic and external borrowings up to a maximum amount of CFAF 930 (nine hundred and thirty) billion, to finance development projects and clear outstanding payments, broken down as follows:

  • CFAF 350 (three hundred and fifty) billion, through the issuance of Treasury Bonds and/or Fungible Treasury Bonds, for borrowings on the domestic financial market;
  • CFAF 250 (two hundred and fifty) billion, through direct borrowings from international private organizations;
  • CFAF 330 (three hundred and thirty) billion, to be raised on external banking markets.

ARTICLE 2: This decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.
