REPUBLIC OF CAMEROON PEACE- WORK- FATHERLAND
DECREE No. 2026/079 OF 03 MARS 2026 to appoint members of the Board of Directors of the Cameroon Housing Loans Fund (CFC)
# THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Law No. 2017/011 of 12 July 2017 to lay down the general rules and regulations governing public corporations;
Mindful of Decree No. 77/140 of 13 May 1977 to set up and organize the Cameroon Housing Loans Fund;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2019/320 of 19 June 2019 to lay down conditions for implementing some provisions of Law No. 2017/010 and Law No. 2017/011 of 12 July 2017 to lay down the general rules and regulations governing public establishments and public corporations,
# HEREBY DECREES AS FOLLOWS:
ARTICLE 1: The undermentioned persons are, with effect from the date of signature of this decree, appointed members of the Board of Directors of the Cameroon Housing Loans Fund:
- Representative of the Presidency of the Republic: Mr ELA FOE Florent Guy;
- Representative of the Prime Minister’s Office: Mr DJAMAL MOUSTAPHA;
- Representative of the Ministry of Finance: Mr TELA Samuel;

- Representative of the Ministry of Economy, Planning and Regional Development:
Mr MEBADA MEBADA Grégoire;
- Representative of the Ministry of State Property, Surveys and Land Tenure:
Mrs KAMGANG, née BOUGCHE Constante Clarisse;
- Representatives of the National Social Insurance Fund:
- Mr ZIBI ONDOUA Florent;
- Mr MASANGO Denis MEBUDE;
- Representative of the Cameroon Postal Services:
Mr KALDADAK Pierre;
- Elected staff representative of the Cameroon Housing Loans Fund:
Mrs NDILLE NDILLE Amélie Yvette.
ARTICLE 2: The Independent Administrator shall be appointed in accordance with the regulations in force.
ARTICLE 3: (1) The term of office of the Board members shall be 3 (three) years, renewable once.
(2) By derogation, with respect to members who had already received COBAC’s non-objection opinion at an earlier date, their term of office shall take effect from the date when such opinion was notified by COBAC.
ARTICLE 4: This decree shall be registered, published according to the procedure of urgency and inserted in the Official Gazette in English and French.
