Mindful of the Constitution; Mindful of Law No. 2024/015 of 23 December 2024 governing civil protection in Cameroon; Mindful of Decree No. 92/089 of 9 May 1992 to specify the duties of the Prime Minister, as amended and supplemented by Decree No. 95/145-bis of 4 August 1995; Mindful of Decree No. 98/031 of 09 March1998 to organise emergency relief plans in cases of disasters and major risks; Mindful of Decree No. 2018/190 of 04 March 2018 to amend and supplement certain provisions of Decree No. 2011/408 of 09 December 2011 to organise the Government; Mindful of Decree No. 2019/001 of 4 January 2019 to appoint a Prime Minister, Head of Government; Mindful of Decree No. 2019/030 of 23 January 2019 to organise the Ministry of Territorial Administration; Mindtul of Decree No. 2018/9387/P of 30 November setting the terms and conditions for the creation, organisation and operation of interministerial and ministerial commiees and working groups, amended and complemented by Decree no. 2020/0998 of March 2020,

# CHAPTER I GENERAL PROVISIONS
Article 1: This Order lays down re-organisation of the National Risk Observatory (NRO), hereinafter referred to as "the Observatory".
Article 2: The Observatory is a framework for consultation and collaboration between the various administrative services concerned and the public/private national and international bodies involved in disaster risk prevention.
# CHAPTER II
# DUTIES
Article 3: (1) The mission of the Observatory shall be to collect, process, analyse and disseminate information on natural, health, technological, industrial and anthropogenic hazards.
(2) The Observatory shall:
facilitate and coordinate a system for monitoring of high-risk areas and facilities; set up a nationwide reliable mechanism for collection and reporting of disaster risk information; continually assess risks at national level; create and update a database on risks and hazards, consolidate suggestions on risk prevention measures made by sectoral services and partner organisations; coordinate and monitor the activities of focal points and referents; compile reports drafted by Focal Points, as part of the process of monitoring disaster risks specific to their locality and area of activity; strengthen intersectoral collaboration and facilitate exchange of information among various stakeholders; publish a situational risk bulletin; draft annual reports on hazards and disaster risks, with suggestions for appropriate preventive measures; participate in the implementation of any other disaster risk prevention initiatives; promote prevention and risk management culture; issue multidisciplinary advice on risk prevention, monitoring and warning.
# CHAPTER III ORGANISATION AND FUNCTIONING
Article 4: (1) The Observatory shall be placed under the authority of the Minister in charge of Civil Protection. SERVICES DU PREMIER MINISTRE SERVICES DU PREMIER MINISTRE
(2) It shall be made up of the following organs:
- Coordination;
- Focal points;
- Permanent secretariat.
