To launch the competitive entrance examination for admission into the 3rd year of Engineering studies of a private institute of higher education under the academic supervision of the Higher Institute of Transport, Logistics and Commerce (HITLC) of the University of Ebolowa: Brains Higher Institute (BRAINS H.I) of Douala, and fixing the number of places offered, for the academic year 2026-2027.

Mindful of the Constitution; Mindful of Law No. 2023/007 of 25th July 2023 setting up on the orientation of Higher Education in Cameroon; Mindful of Decree No. 2005/342 of 10th September 2005 modifying and completing some dispositions of Decree No. 93/027 of 19 January 1993 fixing common dispositions in Universities; Mindful of Decree No. 2005/383 of 17th October 2005 to lay down financial regulations applicable to Universities; Mindful of Decree No. 2011/408 of 9th December 2011 to organise the Government; Mindful of Decree No. 2011/410 of 9th December 2011 to appoint Members of Government; Mindful of Decree No. 2012/433 of 1st October 2012 to organise the Ministry of Higher Education; Mindful of Decree No. 2013/0891/PM of 1st March 2013 to appoint officials in Ministry of Higher Education; Mindful of Decree No. 2018/190 of 2nd March 2018 to complete some dispositions of Decree No. 2011/408 of 9 December 2011 to organise the Government; Mindful of Decree No. 2019/002 of 4th January 2019 to reshuffle the Government; Mindful of Decree No. 2022/003 of 5th January 2022 creating Universities; Mindful of Decree No. 2022/009 of 6th January 2022 to lay down the administrative and academic organisation of the University of Ebolowa; Mindful of Decree No. 2022/203 of 3rd June 2022 to appoint Officials in some State Universities; Mindful of Circular Letter No. 0001877/C/MINFI of 31st December 2025, relating to the Instructions on the Execution of the Finance Law, the Monitoring and Control of the Execution of the State Budget and other Public Entities for the 2026 Financial Year; Mindful of Decision No. 18260039/MINESUP/SG/DAUQ/SDEAC of 17th February 2026 setting up the calendar for competitive entrance examinations into institutions of Cameroon State Universities and Schools under the Academic Supervision of MINESUP, for the 2026/2027 academic year.
DECIDES:
Article 1er: (1) A competitive entrance examination for the admission of forty five (45) students into the 3rd year of Engineering studies of a private institute of higher education under the academic supervision of the Higher Institute of Transport, Logistics and Commerce (HITLC) of the University of Ebolowa: Brains Higher Institute (BRAINS H.I) of Douala for the academic year 2026-2027. (2) The written examination will take place on 17th October 2026, in the unique center of IUT DOUALA.
Article 2: The competition entrance examination is opened to Cameroonians and foreigners of both sexes.
