DECREE No. 2021/091 of 12 FEV 2021 to transform the Livestock Development Corporation into a State-owned Corporation
THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of the OHADA Uniform Act Relating to Commercial Companies and Economic Interest Groups, adopted on 30 January 2014 in Ouagadougou;
Mindful of Law No. 2017/11 of 12 July 2017 to lay down the general rules and regulations governing public corporations;
Mindful of Law No. 2018/12 of 11 July 2018 relating to the fiscal regime of the State and other public entities;
Mindful of Law No. 74/182 of 8 March 1974 to lay down the establishment and organization of the Livestock Development Corporation, and subsequent amendments thereto;
Mindful of Decree No. 2011/408 of 9 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2018/355 of 12 June 2018 to lay down common rules applicable to contracts awarded by public undertakings,
HEREBY DECREES AS FOLLOWS:
ARTICLE 1: (1) The Livestock Development Corporation, abbreviated and hereinafter referred to as “SODEPA”, is transformed into a State-owned corporation with effect from the date of signature of this decree.
(2) SODEPA shall have legal personality and financial autonomy.
(3) Its head office shall be in Yaounde.
(4) Branches, offices or representations may be set up within or outside the national territory, as and when necessary, by resolution of the Board of Directors.
ARTICLE 2: (1) SODEPA shall be a as majority shareholder.

(2) Shareholding in SODEPA may be open to other public or private entities.
(3) The Articles of Association of SODEPA shall determine conditions governing equity participation.
ARTICLE 3: (1) SODEPA’s duties shall be to manage grazing areas, develop livestock, and process and market livestock products and by-products.
As such, it shall be responsible in particular for:
(a) concerning the development of grazing areas:
- management of the national collective heritage of national agro-pastoral development areas and of all the public facilities of the said areas, whether existing or to be built by it, in accordance with the specifications appended to the concession decree;
- provision of technical assistance to and supervision of farmers and stockbreeders in national agro-pastoral development areas;
- provision of technical assistance and support to regional and local authorities for the development of agro-pastoral areas;
- lease, purchase and sale of all buildings and land related to the aforementioned corporate object;
- provision to producers, for consideration, of fodder resources, inputs and animal feed production equipment.
(b) concerning livestock development:
- procurement, setting up, management, operation and development of livestock enterprises, production of the agricultural products necessary for the operation of such enterprises, processing and conservation of animal products, particularly in its slaughterhouses, cold stores and packaging units;
- promotion of stockbreeding techniques, products and by-products intended for marketing;
- contribution to livestock genetic improvement;
