REPUBLIC OF CAMEROON PEACE-WORK-FATHERLAND
DECREE No. 2025/314 OF 16 JUL 2025 to transform the Cameroon National Shippers' Council into a public corporation
# THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of the revised OHADA Uniform Act on Commercial Companies and Economic Interest Groups, adopted in Ouagadougou, Burkina Faso, on 30 January 2014;
Mindful of the revised OHADA Uniform Act on Accounting Law and Financial Reporting, adopted in Brazzaville, Congo, on 26 January 2017;
Mindful of Law No. 2017/011 of 12 July 2017 to lay down the general rules and regulations governing public corporations;
Mindful of Law No. 2018/012 of 11 July 2018 relating to the fiscal regime of the State and other public entities;
Mindful of Decree No. 2011/408 of 11 December 2011 to organize the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Mindful of Decree No. 2012/250 of 1 June 2012 to organize the Ministry of Transport;
Mindful of Decree No. 2018/355 of 12 June 2018 to lay down common rules applicable to contracts in public corporations,
# HEREBY DECREES AS FOLLOWS:
ARTICLE 1: (1) The Cameroon National Shippers' Council, abbreviated as "CNSC" and hereinafter referred to as "the CNSC", is, with effect from the date of signature of this decree, transformed into a public corporation, with the State as sole shareholder.
(2) The CNSC shall have legal personality and financial autonomy.
(3) Its headquarters shall be in Douala. However, it may be transferred to any other location in the national territory by decree of the President of the Republic.

(4) Branches, offices or representations may, as and when necessary, be set up within or outside the national territory, by resolution of the Board of Directors.
ARTICLE 2: (1) The role of the CNSC shall be to provide assistance, ensure the protection and represent the interests of shippers, importers/exporters and transport chain operators, and to develop and operate logistics infrastructure, with a view to promoting foreign trade.
As such, it shall in particular be responsible for the following:
a) With regards to assistance, protection and representation of the interests of shippers, importers/exporters, and transport chain operators:
- assisting and advising foreign trade actors in their operations;
- seeking and providing shippers with all the information they need to carry out their activities;
- using all actions and facilities to minimize cost and transit times in order to improve the flow of goods within the national territory or in transit;
- representing the interests of shippers both nationally and within international organizations;
- examining all freight-related technical, legal and economic constraints, and associated costs, for appropriate solutions;
- facilitating and simplifying foreign trade procedures;
- mediating between operators in the transport and trade chain.
b) With regards to setting up and operating of logistics infrastructure to facilitate the transport and trade chain:
- setting up, constructing and operating storage areas, rest areas and accommodation centres;
