ORDER N° 080 /CAB/PM OF 28 MAI 2025 establishing an electronic platform called TRESOR PAY for the collection of revenue and payment of expenditure for the State and Other Public Entities electronically.-

Mindful of the Constitution;
Mindful Regulation n°03/16/CEMAC/UMAC/CM of 21 December 2016 relating to the systems and incidences of payment;
Mindful of Law No. 2003/5 of 21 April 2003 to lay down the jurisdiction, organization and functioning of the Audit Bench of the Supreme Court;
Mindful of Law No.2017/10 of 12 July 2017 to lay down the general rules and regulations governing public establishments;
Mindful of Law No. 2018/11 of 11 July 2018 to lay down the Cameroon Code of Transparency and Good Governance in public finance management;
Mindful Law No. 2018/12 of 11 July 2018 relating to fiscal regime of the State and other public entities;
Mindful of Law No.2019/24 of 24 December 2019 to institute the general code of regional and local authorities;
Mindful of Decree n°2011/408 of 09 December 2011 to organize the Government, modified and completed by Decree n°2018/190 of 2 March 2011;
Mindful of Decree No. 2013/66 of 28 February 2013 to organize the Ministry of Finance;
Mindful of Decree No. 2019/1 of 4 January 2019 to appoint the Prime Minister, Head of Government;
Mindful of Decree n°2022/8001/CAB/PM of 16 September 2022 to lay down the general framework for the financial operations of the State and Other Public Entities by electronic means;
Mindful Decree n°2024/00179 of 28 February 2024 to set out the modalities for management procedures the State Treasury and Other Public Entities;
Mindful Order n°00000337/MINFI of 28 February 2024 to lay down the conditions for the approval and cessation of activities of electronic payment service providers in Cameroon;

HEREBY ORDER AS FOLLOWS:
Section 1: (1) This Order establishes an electronic platform called TRESOR PAY for the collection of revenues and payment of expenditure for the State and other Public Entities electronically.
(2) TRESOR PAY is the sole platform for the electronic collection of revenues and payment of expenditure for the State and Other Public Entities.
Section 2: Electronic means of payment shall mean mobile or electronic money, bank transfers, card payments, payments using Electronic Payment Terminals, and any other electronic means of payment laid down as such by a specific instrument.
Section 3: (1) The types of revenue and expenditure, depending on their specificities, shall be set up in TRESOR PAY, which is interconnected with Public Treasury's information system to ensure the traceability and the security of financial transactions, the production of accurate accounts and a true and fair presentation of the State General Account certified by the Jurisdiction of Accounts.
