DECREE N° 2020/3221 /PM OF 22 JUL 2020
To fix the allocation of the Endowment of the Special National Solidarity Fund for the Fight against Coronavirus and its economic and social repercussions
THE PRIME MINISTER, CHIEF OF GOVERNMENT,
Mindful of the Constitution;
Mindful of Law No. 2018/012 of 11 July 2018 on the Fiscal Regime of the State;
Mindful of Law No. 2019/023 of 24 December 2019 on the Finance Law of the Republic of Cameroon for the 2020 fiscal year amended and supplemented by ordinance No. 2020/001 of 03 June 2020 to amend and supplement certain provisions of the Law No. 2019/023 of 24 December 2019 on the Finance Law of the Republic of Cameroon for the year 2020;
Mindful of Decree No. 2011/408 of 09 December 2011 on the organisation of the Government, amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Mindful of Decree No. 2019/001 of 04 January 2019 appointing a Prime Minister Head of Government;
DECREE:
Article 1: This decree fixes the allocation of the Endowment of the Special National Solidarity Fund for the fight against Coronavirus and its economic and social repercussions for the 2020 financial year
Article 2: (1) The total amount of resources allocated to this Fund is one hundred and eighty billion (180,000,000,000) CFA francs. (2) The amount referred to in paragraph (1) above is distributed as follows:
Operating expenditure: 132,449,400,000 Capital expenditure: 47,550,600,000
Article 3: the resources referred to in article 2 above are intended for the following uses:
- Active case finding and management of confirmed cases;

- Coverage of expenses related to administrative social regulation measures;
- The acquisition of inputs, the supervision of producers and the establishment of an incentive system for better agricultural, food and pastoral production, in particular mass consumption and substitution products likely to reduce food dependence;
- The funding of research and innovation in the context of the fight against COVID 19, more specifically the development of research and local production of essential pharmaceutical products;
- The development of distance learning and the distribution of educational tools and supports in rural areas;
- The granting of support to socially vulnerable people and street children affected by COVID 19;
- The extension to all regions and other target groups, of the social safety nets programme with an emphasis on hotbeds of contamination;
- The establishment of a system to guarantee the availability of stocks of everyday consumer products.
Article 4: the distribution of resources according to the above-mentioned uses is fixed according to the table below:
